Martin Börschel (born November 28, 1972 in Cologne ) is a lawyer and member of the SPD in the state parliament of North Rhine-Westphalia .

Life and work

Martin Börschel grew up in Cologne. There he first attended a Montessori elementary school. In 1992, Martin Börschel obtained his Abitur and in the same year, until 1997, began studying law in Cologne. In 1997 he passed the first state examination in law , followed by the second state examination in 2001. From 1998 to 2001 he worked as a trainee lawyer . From 1998 to 2003, Martin Börschel was a research associate at the University of Cologne , including at the chair for general political theory , constitutional and administrative law and at the institute for labor and commercial law. From 2001 to 2007 he worked as an independent lawyer. The practice has been suspended since 2008.

Martin Börschel is married and has one daughter.

Political party

Martin Börschel has been a member of the SPD since 1990. From 1996 to 1998 he was deputy chairman of the SPD local association Cologne-Nord and from 1998 to 2003 its chairman. From 2001 to 2003 he took on the role of treasurer of the Cologne sub-district of the SPD. In this role he played a key role in dealing with the Cologne donation scandal.

Local politics

From 1999 until the resignation of his mandate on March 15, 2019, he was a member of the Cologne City Council, and from 2002 to July 9, 2018 its parliamentary group chairman. Since 2004 he has been chairman of the finance committee of the Cologne City Council. In 2013 Börschel was appointed as a full member of the NRW Constitutional Commission, which is dedicated to reforming the North Rhine-Westphalian constitution and was constituted on November 19, 2013.

Local political initiatives

Cologne Pass

Since the beginning of his local political activity, Börschel has campaigned for all Cologne residents to participate in social life. For this he brought the reintroduction of the Cologne Pass with him in 2006. This enables people with low incomes to enjoy discounts in municipal facilities and with Cologne's transport company . Börschel justified this initiative with reference to his own biography: The Cologne Pass gave him the opportunity to visit museums and theaters frequently in his childhood and youth. The Cologne pass had previously been abolished by the previous coalition of CDU and FDP with reference to financial reasons, which Börschel described as "the biggest mistake that has been made in Cologne in recent years".

Free entry to museums

In 2008, the KölnTag was introduced in the municipal museums in Cologne, giving Cologne residents free entry to the permanent collections on the first Thursday of each month.

Culture tax

In 2009, Börschel, as chairman of the finance committee of the Cologne city council, worked together with the Cologne city treasurer Norbert Walter-Borjans for the collection of a culture tax . As a result, an additional fee had to be paid to the city for hotel accommodation in Cologne. This was also a reaction to the Mövenpick tax of the black and yellow federal government .

Stadtwerke affair

In April 2018, the supervisory board of Stadtwerke Köln proposed Martin Börschel for the post of full-time managing director of the company. The post did not exist before and, according to media reports, should be remunerated with 300,000 to 500,000 euros per year. Martin Börschel was to be elected on April 30th without prior public tendering. The mayor of Cologne, Henriette Reker (independent), intervened beforehand and there was public criticism. Finally, the board of directors canceled the election. Henriette Reker herself sits on the supervisory board of Stadtwerke Köln. According to her own statements, she was not involved in the deal, which was later doubted by journalists from the Kölner Express .

As a result, Martin Börschel has not been chairman of the SPD parliamentary group in Cologne's city council since June 22, 2018. The deal was widely discussed in Cologne public and in various media. Since influential city council politicians such as CDU parliamentary group chairman Bernd Petelkau and Green parliamentary group manager Jörg Frank supported the project, critics consider it an example of the so-called Cologne clique .

Member of the state parliament

Martin Börschel is a member of the state parliament of North Rhine-Westphalia . He was first elected to the North Rhine-Westphalian state parliament on June 8, 2005 for the Cologne III constituency. On May 9, 2010, Martin Börschel was re-elected directly to the North Rhine-Westphalia state parliament. The mandate as a member of the state parliament ended on March 14, 2012 with the premature dissolution of the state parliament of North Rhine-Westphalia. In the early new elections that followed on May 31, 2012 and the regular elections on May 14, 2017, he was directly elected to the North Rhine-Westphalia state parliament for the Cologne VII state constituency. From 2017 to 2018 he was Deputy Chairman of the SPD parliamentary group in the state parliament. Börschel is chairman of the budget and finance committee in the state parliament. He was also a member of the constitutional commission and the council of elders. In 2016 and 2017 he was Deputy Chairman of the Parliamentary Committee of Inquiry into Cologne's New Year's Eve . Since 2020 he has been chairman of the parliamentary committee of inquiry to investigate the Lügde abuse case .

Positions

Public services of general interest

Börschel has repeatedly advocated keeping companies providing public services in public hands. In 2002 and 2003 he worked to ensure that the CDU and FDP -led sale of the municipal shares in the municipal housing company GAG Immobilien did not find a majority in the city council. In 2017, with the support of the then SPD federal chairman Martin Schulz , he was able to enforce in the black-red coalition agreement that the federal government refrained from a discussed sale of its shares in Cologne / Bonn Airport .

Real estate transfer tax

Börschel rejected the increase in real estate transfer tax operated by the red-green state government in 2014 . He feared a further increase in home prices in the country's major cities. As a consequence, he resigned from the position of budgetary and financial policy spokesman for the SPD parliamentary group.

Digitization and the future of work

In the discussion about the consequences of the megatrend digitization , Börschel contradicts the thesis after the end of the work. At the same time, however, he emphasizes that the digital revolution will lead to massive changes in the labor market , which will intensify in the future. From this, Börschel derives a special responsibility for social democracy to fairly distribute prosperity in the digital future and to prevent society from drifting apart.

Honorary positions

In 2012, Martin Börschel was appointed to the Board of Trustees of the Max Planck Institute for Social Research in Cologne by the President of the Max Planck Society , Peter Gruss . Since then he has been a member.

In addition, Börschel is chairman of the Friends and Patrons of St. Ursula , Cologne eV Until 2018 he was a member of the advisory board of the Kölner Grün Foundation .
