The GAG Immobilien AG is the largest housing company in the area of Cologne . The company owns 43 530 apartments and 679 commercial units. The city of Cologne is the company's main shareholder with over 88%.

history

founding

Due to the advancing industrialization of Cologne at the beginning of the 20th century, practical and cheap living space was needed for the workers in the factories. Therefore, it was in 1913 at the initiative of the Assistant Secretary William Greven , who also was the first chairman of the G emeinnützige A ktien g ompany of Housing (GAG) with a registered capital of 1.22 million Reichsmark founded. He received support from Konrad Adenauer , who was then Deputy Mayor of Cologne, Max Wallraf . The city received 50% of the shares, the industrialists Arnold von Guilleaume , Adolf Lindgens, Alfred Neven DuMont sen. and Ernest Cassel were the major shareholders. 99.5% of the company's share capital was provided by the non-profit building cooperative in Cologne .

The mayor of Cologne, Max Wallraf, was elected chairman of the supervisory board, and Louis Hagen , the deputy chief of commerce, was elected. The following persons were represented in the first supervisory board of 15 gentlemen: Bruno Matzerath , Carl Rehorst , Heinrich Krings , Heinrich Stinnes , Arnold von Guilleaume , Adolf Lindgens junior and the banker Simon Alfred von Oppenheim .

The early construction projects

The company's first major construction project was Settlement I in Bickendorf with 578 apartments, which was put out to tender immediately after it was founded. The architects Caspar Maria Grod, Leo Kaminski and Wilhelm Riphahn were awarded the contract for their design " Lich, Luff un Bäumcher " (light, air and little trees). This motto was applied to all social housing in Cologne in the years that followed. Further housing estates were then built in the " Heimat style of urban character ", including:

  • Nibelungen settlement in Nippes-Nord, today's Mauenheim (1919)
  • Germania settlement in Höhenberg (1919 to 1928)

Housing construction at the time of the global economic crisis

Due to the high unemployment caused by the ongoing global economic crisis , the company's housing concept was converted to suburban or jobless settlements at the beginning of the 1930s , as the government of the German Reich under Chancellor Brüning did not assume that all unemployed would return to work. In Poll, Höhenhaus , Volkhoven and Vogelsang, self- built settlements with additional agricultural supplies were built. The single-family houses were each allocated a plot of around 700 square meters, so that the tenants were able to ensure their own food supply. These houses were mainly rented to large families.

After the Second World War

Due to the bombing of the Second World War , replacement living space was needed in Cologne as soon as possible. On the part of the second municipal housing company of Grund und Boden AG , three-storey transition houses in simple construction were built in Buchheim , Ossendorf and Vingst , among others . These houses should only be used until the completion of better quality living space. Typical of these buildings were small apartment sizes and the access to the apartments through arcades . Since then, buildings with arcades in Cologne have generally had a lower-class stigma.

In the 1950s and 1960s the GAG ​​built numerous large estates in Buchheim, Dünnwald , Stammheim , Ostheim , Vingst and Zollstock, most of which consisted of three to four-story residential buildings but also eight-story high-rise buildings. In addition, existing settlements, such as in Vogelsang and Ossendorf, were expanded.

From 1970 until today

In the 1970s, the increased demand for living space of the Cologne population was satisfied, so that the company only built smaller housing estates. In the 1980s, GAG managed up to 50,000 apartments in the Cologne city area. Since the mid-1990s, most of the residential buildings have been extensively renovated, partially demolished and replaced with new buildings. Some modernized apartments and a large part of the new buildings were and are being offered to tenants for sale. As a result, the residential buildings of the Gemeinnützige Wohnungsgesellschaft AG and the second municipal housing association Grund und Boden were integrated into the newly renamed GAG Immobilien AG in 2001. The business area of ​​the new GRUBO is construction supervision and execution.

In 2002 and 2003, the ruling CDU / FDP coalition's plan to sell the group's entire housing stock for 420 million euros to Terra Firma Capital Partners II caused numerous protests by tenants and their supporters. After a referendum on the part of the council was not considered lawful, the council decision failed in two meetings, which would have been necessary for the sale, because 3 CDU council members had voted against the sale with the opposition. The u. a. per state list MdB Rolf Bietmann resigned as chairman of the CDU parliamentary group in the city council due to this decision.

2008

Looking back, board member Uwe Eichner described 2008 as a good business year. After a minus of 15.3 million euros in 2007, the group result improved to plus 17.9 million euros. On December 31, 2008, the GAG ​​owned 41,400 apartments; the average rent was 5.30 euros; for 2009 the plan was 5.51 euros. In 2008, 221 million euros were spent on new buildings, refurbishments and renovations. In 2009 the public prosecutor's office examined whether board member Günther Ott should be held legally responsible. The GAG ​​suffered an accounting loss of three million euros in 2008.

2009

The 2009 annual report is entitled “Housing, Values, Change”. At the balance sheet press conference in May 2010, CEO Uwe Eichner and the two new board members Kathrin Möller and Sybille Wegreich particularly emphasized the change. GAG invested 208 million euros in 2009, rented 42,099 apartments as of December 31, 2009 and had a vacancy rate of 6.39 percent. More and more tenants do not pay their rent or only partially pay - the GAG ​​lost rental income amounting to 20.21 million euros.

2010

In January 2010, Sybille Wegerich was introduced as the new third member of the GAG ​​board. The GAG ​​announced that the GAG's supervisory board has commissioned a lawyer to negotiate an out-of-court settlement of claims with Günther Ott.

2013

The GAG ​​celebrates its 100th birthday. A photo exhibition was opened in the Cologne town hall (Spanish building), which will move through the district town halls and the Cologne city library in the course of 2013 .

2014

In 2014 the GAG ​​announced that a new company headquarters will be built in Kalk between the Odysseum and the parking garage of the police headquarters by 2018 . On June 30, 2014, Sybille Wegerich resigned from the board of GAG and took over a position on the board of the Darmstädter Bauverein.

2016

The GAG ​​bought high-rise apartment buildings in Chorweiler with 1,200 apartments that were about to be foreclosed for € 47.1 million .

2018

In July 2018, the Cologne Regional Court ordered a special audit for the 2016 financial year at GAG after 16 small shareholders had requested this. The applicants claim that the city of Cologne, whose stake in GAG is 88.1%, arranged for 2.6 times the market value to be paid for the property in Chorweiler acquired in 2016. This and the granting of occupancy rights to 9,900 apartments to the City of Cologne caused you damage. The GAG, however, had filed a complaint with the Cologne Higher Regional Court, which was dismissed.
