José Antonio García Belaúnde (born March 16, 1948 in Lima ) is a Peruvian diplomat and politician .

Family, studies and diplomatic career

García Belaúnde comes from an influential family of politicians and diplomats in Peru. García Belaúndes great-grandfather Mariano A. Belaúnde was Minister of Finance. His grandfather, Víctor Andrés Belaúnde, was President of the United Nations General Assembly from 1959 to 1960 . Victor Andrés Beláunde's brother Rafael Belaúnde Diez Canseco, his great-uncle, was Prime Minister of Peru from 1945 to 1946. His uncle Fernando Belaúnde Terry was two times President of Peru. After all, his younger brother Víctor Andrés García Belaúnde is currently a member of the Congress .

After attending school at the Colegio la Inmaculada and the Colegio Winnetka, he studied literature at the Pontificia Universidad Católica del Perú . After further studies at the Peruvian Diplomatic Academy (Academia Diplomática del Perú), which he graduated with a degree in international relations, he completed postgraduate studies in foreign policy at the University of Oxford . After his return he was himself a professor at the Peruvian Diplomatic Academy between 1971 and 1973.

In 1973 he entered the diplomatic service and until 1976 was first second and then first secretary at the Permanent Mission to the United Nations . He then became First Secretary at the Embassy in France and then from 1978 to 1979 at the Embassy in Mexico .

After his return to Peru, he was initially head of the technical cabinet of the then Foreign Minister Carlos Garcia Bedoya and, between 1979 and 1981, was again professor at the Diplomatic Academy. At the same time he was briefly director of economic affairs in the Ministry of Foreign Affairs in 1980. From 1981 to 1982 he was Director General for Trade Agreements in the Ministry of Economics, Finance and Trade. In 1982 he was appointed counselor at the embassy in Spain and then from 1984 to 1985 at the embassy in Ecuador . He then became envoy at the embassy in the USA before he was ambassador to the Latin American Integration Association (ALADI) in Montevideo from 1986 to 1988 .

After returning to Peru in 1988, he became Undersecretary of State for Economic Affairs and Integration in the Ministry of Foreign Affairs.

Activity for the Andean Community and Foreign Minister

In 1990 he took up a job with what is now the Andean Community (Comunidad Andina de Naciones), during which he was first director of the General Secretariat of the Cartagena Agreement until 2006 . After the establishment of the Andean Community in 1997 by the Trujillo Protocol of Amendment , he became Director General and Assessor to the Secretary General of the Community. In 2002 he was appointed professor of government at the Universidad de San Martín de Porres in Lima. Between 2002 and 2006 he was also the coordinator of the master’s course in international relations.

On July 28, 2006, President Alan García appointed him Minister for Foreign Relations. In this capacity, he was replaced by Rafael Roncagliolo after the end of García's term on July 28, 2011 . He is also a member of the assembly of Transparencia , founded on July 18, 1994 , an organization to promote democracy in Peru.

Professor García Belaúnde was not only a columnist , but also the author of several essays and monographs dealing on the one hand with personalities in Peru and on the other hand with the political situation in Latin America . This includes:
