Josef Peer

Josef Anton Peer (born June 13, 1864 in Erl (Tyrol) ; † June 28, 1925 in Vienna ) was an Austrian politician and lawyer. Peer was provincial administrator of the Principality of Liechtenstein from 1920 to 1921, deputy governor in Vorarlberg from 1902 to 1909 and also a member of the Vorarlberg state parliament from 1902 to 1909 and 1914 .

Life

Josef Peer was born on June 13, 1864 as the son of the kk Hauptzollamtsleiter Josef Peer and his wife Maria in the Tyrolean community of Erl. Due to his father's job, who headed the main customs office in Feldkirch and later in Schaan , Josef Peer first attended elementary school in Schaan, Liechtenstein, and then switched to high school in the Austrian town of Feldkirch, where he graduated from high school on July 17, 1882 . He then began studying law at the Leopold-Franzens University of Innsbruck , which he completed on May 2, 1887 with a doctorate sub auspiciis imperatoris as a doctor of law . As part of this solemn doctorate he received the emperor's ring for the sub auspiciis imperatoris doctorate.

From April to October 1887, Josef Peer then became a concept intern in the Innsbruck Financial Procuratorate . From October 1887 he was a trainee initially with the Bozen lawyer Johann von Grabmayr and later in Merano with Karl von Grabmayr. From February 4, 1888 to February 4 of the following year, Josef Peer then completed his court year at the Innsbruck Regional Court and at that time was a trainee with Otto Ender in Feldkirch. In 1891 he passed the bar exam and was oathed on September 22, 1894 at the Innsbruck Higher Regional Court. On October 1st, he joined the Bar Association and opened his own law firm in Feldkirch. A year later, on May 6, 1895, Peer married Maria Katharina Margaretha Leone in Feldkirch, with whom he subsequently had three children. (His daughter Franziska Peer married the lawyer and politician Ludwig Marxer in 1932. The lawyer and politician Peter Marxer is his grandson.)

In 1904 Josef Peer was elected to the city council of Feldkirch for the first time. From January 12, 1901, he was also mayor of Feldkirch. This he remained until May 19, 1909. In 1902, under Governor Adolf Rhomberg , Peer was elected Deputy Governor of Vorarlberg and as a member of the city of Feldkirch in the Vorarlberg Landtag . He exercised both functions until 1909, and from 1908 he was also a member of the state committee , representing the late Jakob Schneider . From 1911 he was then President of the Vorarlberg Bar Association , from which he voluntarily resigned in 1917 in order to devote himself to his appointment as a member of the Austrian Administrative Court from October 1st . In the Administrative Court he was appointed on December 30, 1920 to the Council of the Administrative Court.

From September 23, 1920 to April 4, 1921, Josef Peer also acted as deputy to the Liechtenstein sovereign as regional administrator in the Principality of Liechtenstein. After the new constitution of the Principality of Liechtenstein was ratified during his tenure as provincial administrator , he was also the last provincial administrator in the princely service. Since October 5, 1921, the day the new constitution came into force, the government of the Principality of Liechtenstein has consisted of the head of government and government councilors who are sworn in by the sovereign on the proposal of the state parliament . Since membership in the government has since been limited to Liechtenstein citizens, Josef Peer was the last foreigner to head a Liechtenstein government. In 1921 he was appealed to the international court of accounts.
