Julio Herbert Lopes

Julio Cesar Herbert Duarte Lopes (born November 16, 1954 in Bissau , Guinea-Bissau ; † October 21, 2019 in Praia , Cape Verde ) was a Cape Verdean diplomat , politician and Deputy Prime Minister of Cape Verde.

Julio Herbert Lopes studied International Relations ( Diplomacy ) at the Instituto Rio Branco in Brasília , Brazil , and Law at the Law Faculty of the University of Lisbon . Julio Lopes had a PhD . He then embarked on a diplomatic career that made him, among other things, Consul General of Cape Verde in Boston , diplomatic and political advisor to the Portuguese community of states CPLP and state advisor to President Jorge Carlos Fonseca and later to Prime Minister Ulisses Correia e Silva .

Since December 2017 he has been Deputy Prime Minister of the Republic of Cape Verde and Minister for Regional Integration. In 2018 he met the Mayor of Porto-Novo in Benin on a state visit .

On October 21, 2019, he was found dead in his office in the government palace. The first examinations were based on a heart attack . In order to determine the ultimate cause of death, the body of the politician was taken to the Agostinho Neto Hospital in Praia for an autopsy . The autopsy revealed that the minister had died of complications from a heart attack.

The Cape Verde government ordered two days of national mourning. The minister's body was laid out in a service in the Nossa Senhora da Graça church in Praia so that family, friends, colleagues and the public could say goodbye. Lopes was buried on the Cemeterio de Varzea.
