As a Portuguese Social Democrat, he formed an equally conservative government, which was officially sworn in on August 29, 1978 in the Portuguese Parliament.

The style of government practiced by Mota Pinto in the months that followed was generally described as authoritarian, which in turn provoked criticism not only from left parties such as the communists and socialists, but also from his party itself, the social democrats. The first problems arose when the budget was approved, for which Mota Pinto could not find a majority in parliament. After two votes of no confidence, requested by both the communist and socialist parties, President Eanes decided to dismiss the Mota Pinto government in June 1979. The government ruled from November 22, 1978 to July 7, 1979, about seven months.
