The 16th constitutional Portuguese government after the Carnation Revolution of 1974 under Prime Minister Pedro Santana Lopes is called the Cabinet of Santa Lopes , in Portugal also XVI Governo Constitucional de Portugal , in German XVI. called the constitutional government of Portugal.

Government with no choice

After the European Council agreed on José Manuel Barroso as the new President of the EU Commission on June 29, 2004 and he therefore resigned from his post as Prime Minister, President Jorge Sampaio nominated the former mayor on July 12, in coordination with his predecessor Barroso of the port city of Figueira da Foz, Pedro Santana Lopes , as the new Prime Minister of the Portuguese Republic. This step by the president was particularly criticized by the left parties as well as the unions and the media in Portugal. The appointment of Barroso plunged the previous government into a deep crisis.

Santana Lopes was elected and sworn in on July 17, 2004 by the parliamentary majority of the PSD and CDS-PP parliamentary groups. President Sampaio also swore in Ministers Barreto , Portas and Morais Sarmento as Minister of State. Santana Lopes created a total of 17 ministries, of which 13 nominated ministers from the PSD and four from the CDS-PP coalition party . Four of the ministers were already active in the previous government.

Government program

Santana Lopes saw the main task of his government in continuing the steps already taken by the previous government and, above all, reducing Portugal's budget deficit and rehabilitating the Portuguese economy. Furthermore, he promised the construction of ten new hospitals and the fight against overcrowded medical practices, as well as the continuation of the decentralization of the state administration and the modernization of the Portuguese armed forces and the judiciary. He also held out the prospect of a referendum on the EU constitution . He did not question the deployment of the Guarda Nacional Republicana in Iraq. After the program was presented in the Assembleia da República , each individual opposition party brought in a vote of no confidence, and the government majority voted in favor of the program. The Portuguese business associations criticized the government as "uncreative" and lacked ambition.

Reign

The reign of Santana Lopes was characterized by crises between the two coalition parties, so that in November of the same year President Jorge Sampaio decided to announce new elections for March 2005. Under pressure from the president, Santana Lopes submitted the resignation of his government, but remained in office until the election. Prime Minister Pedro Santana Lopes ruled for a total of 238 days. In the new elections on February 20, 2005 , José Sócrates replaced the center-right coalition with an absolute majority of the Partido Socialista .
