The third constitutional Portuguese government after the Carnation Revolution in 1974 under Prime Minister Alfredo Nobre da Costa is called the Nobre da Costa Cabinet , in Portugal the government is also called III Governo Constitucional de Portugal , in German III. constitutional government of Portugal .

The last ruling coalition of the Socialist Party (PS) and the Portuguese People's Party (CDS) had lost a lot of support due to the consequences of the agricultural reforms, both from the people and from the incumbent President António Ramalho Eanes . At the beginning of June 1978 the situation worsened, the small coalition partner CDS announced in mid-July 1978 the official withdrawal from the then almost six months existing government. Prime Minister Mário Soares, however, refused to resign as head of government as long as the Assembleia da República did not express its suspicion. However, President Eanes anticipated this by firing Soares at the end of July of the same year, which at the same time triggered a new political crisis in Portugal.

In order to solve this crisis, the opposition parties in particular called for stronger intervention by the president. Shortly afterwards, President António Ramalho Eanes appointed the non-party Alfredo Nobre da Costa as the new Prime Minister, who was Minister for Industry and Technology in the first Portuguese government under Soares . Since the Socialist Party did not agree with the President's approach, it announced that it would withdraw into the opposition. However, the new government program of the Nobre da Costa cabinet did not pass the Portuguese parliament, both the Socialist Party and the Portuguese People's Party refused to support the new Prime Minister. As a result, the new government saw itself only to a limited extent and only ruled for about three months.
