Carl Franz Moeli ( Karl Moeli , born May 10, 1849 in Kassel , † November 4, 1919 in Berlin ) was a German psychiatrist and neurologist . Between 1893 and 1914 he headed the Herzberge insane asylum in Berlin .

Life

After studying medicine in Marburg , Würzburg and Leipzig , Moeli initially worked in internal medicine as an assistant at the Rostock and Munich clinics . In 1880 he came to Carl Westphal at the Charité psychiatric clinic in Berlin. Here he conducted clinical and anatomical studies of the optic nerve , examined the pupil fractions of the mentally ill and the course of the visual pathway . In addition, at Westphal's suggestion, he dealt with alcoholism as a clinical problem and the effects of syphilis on the brain. In 1883 he completed his habilitation in psychiatry and in 1884 went to the Berlin insane asylum as a senior physician . In 1893 he became the first director of the newly built 2nd Berlin lunatic asylum, in whose planning he played a major role. At about the same time he not only became a member of the scientific deputation for the medical field, but also as a consultant for the insane as an unskilled worker in the medical department of the Ministry of Culture . This made him one of the government’s most important advisers on psychiatric issues, a position that he carried out after he left Herzberge in 1914 until his death after a long-standing heart condition.

Moeli's most important work was in the field of forensic psychiatry . He not only examined alcoholism and alcohol psychosis in their forensic relationships, but also dealt primarily with the so-called “ degenerative personalities and psychoses .” He noted connections between “mental inferiority” and crime and campaigned for criminal and civil law reforms to address the To treat “sane inferiors” (Moeli) in the penal system accordingly or to subject them to safe custody . He was considered an efficient director, but also a complicated personality. "Moeli was not a straight person who freely expressed his convictions and stood up for them," remarked Karl Birnbaum , who had worked under him for a long time. "Creating a cover, switching off your own responsibility as much as possible, avoiding a clear stipulation if possible, that was the sign under which everything happened." This was also one reason why Moeli was never able to create his own 'school'.
