After attending the state trade union school of the FDGB in Mueß / Schwerin and taking part in a special course at the state party school in Mecklenburg of the SED, Svihalek became a full-time trade union official in May 1948.

At first he was youth secretary (1948/49) and head of the training and education department at the Ludwigslust district executive of the FDGB.
