In October 1956 Zimmermann was accepted as a candidate in the Socialist Unity Party of Germany (SED) at the technical school and became a member of the FDGB. In the LPG he worked as a cattle brigadier until 1960. In 1959 he became a member of the SED and was secretary of the LPG factory party organization.

From 1960 to 1963 Zimmermann was a political employee of the Bad Doberan district leadership of the SED. In 1963 he was delegated to study at the University of Agriculture in Bernburg (Saale) . He completed his studies in 1965 with a degree in agricultural economics. After completing his studies, Zimmermann worked for the Rostock district management of the SED until 1975 . From 1965 to 1967 he was first a political employee, then from 1967 to 1969 sector manager and from 1969 to 1975 personal assistant to Harry Tisch , the first secretary of the SED's district leadership. Between 1969 and 1971 he completed an additional degree in pedagogy at the University of Rostock .

He went to Berlin at the side of Harry Tisch, who had been elected chairman of the federal executive committee of the FDGB on April 28, 1975. Zimmermann was his personal assistant from May 1, 1975.

On the recommendation of the secretariat of the federal board of the FDGB, Zimmermann was co-opted into the central board at the 14th meeting of the central board of the Land, Food and Forestry union on September 11, 1981 and elected as deputy chairman. When Fritz Müller, chairman from 1962 to 1984, reached retirement age, the central board elected Zimmermann on April 26, 1984 as chairman of the Land, Food and Forestry Union of the GDR. Zimmermann held this position until 1989.
