Karol Karski (2016)

Karol Adam Karski (born May 13, 1966 in Warsaw ) is a Polish politician , local politician and from 2005 was a member of the Sejm in the V. and VI . Electoral term. He served as State Secretary in the Ministry of Foreign Affairs in the Jarosław Kaczyńskis government and has been a member of the European Parliament since 2014 .

Life

In 1990 he finished his law studies at the Faculty of Law and Administration of the University of Warsaw . In 1991 he finished his studies at the Institute for International Relations at the University of Warsaw. In 1998 he obtained his doctorate on the basis of his doctoral thesis entitled "The fall of the Soviet Union and international law ". He also completed postgraduate studies at the Academy of International Law in The Hague (1990) and at the Academy of European Law in Florence (1992).

Since 1990 he has been a research assistant at the Institute for International Law at the University of Warsaw, where he is currently (2008) as an adjunct (comparable to a junior professor ) in the Department of International Law. He holds lectures in the areas of international law and European law. He also holds the post of Vice-Chairman of the Council of the Polish Institute of International Law. He is the author of many academic publications in the field of international and European law and is a member of the board of the Polish group of the International Law Association (ILA).

Before starting his studies, he joined the Zrzeszenie Studentów Polskich (Association of Polish Students - ZSP). According to Włodzimierz Czarzasty , he was active in this organization in the central management level, including chairman of the main audit commission. Karol Karski denies this. Because of his work in the ZSP, he was awarded the Polish Golden Cross of Merit on March 7, 2001 by President Aleksander Kwaśniewski .

In 1988 he became a member of the Rada Narodowa in the Warsaw district of Żoliborz on the recommendation of the ZSP .

In 1994 he was active as a local politician in Warsaw. He was a councilor of the Warszawa-Centrum commune and Żoliborz district. From 1994 to 1998 he was Deputy Chairman of the Sejmik of the Warsaw Voivodeship . Since 2002 he was a member of the Warsaw City Council, serving as its deputy chairman (2002 to 2005) and chairman (2005). From 2004 to 2005 he was Vice-President of the Regional Committee of the European Union .

After Włodzimierz Czarzasty and the Tygodnik Powszechny he was a member of the Stowarzyszenie Ordynacka . Karol Karski denies this and claims to have only participated in one meeting of this association. Until 2000 he was active in the Catholic right-wing conservative Porozumienie Centrum (Center Agreement - PC). He then joined the Ruch Społeczny AWS (Social Movement AWS) and later became a member of Prawo i Sprawiedliwość (Law and Justice - PiS), where he has been a party discipline official since 2006.

In the 2005 parliamentary elections , he was elected to the Sejm for the Warsaw constituency via the PiS list. He got 2,953 votes. In the Sejm of the fifth electoral term he held the office of chairman of the commissions for EU affairs and for the revision of the presidential draft for a lustration law. Karol Karski was also the chairman of the Extraordinary Sejm Commission for the first amendment to the Polish Constitution. He dealt with the procedure and admissibility of extraditions, in particular the execution of the European arrest warrant and the principles of cooperation between Poland and the International Criminal Court . He was chairman of the delegation of the Sejm and the Senate to the Parliamentary Assembly of the Council of Europe . From 2006 to 2007 he was vice-chairman of the sub-commission of this assembly on the fight against crime and terrorism. In 2007 he became Deputy Chairman of the Parliamentary Assembly. He is a member of the Council of the Permanent Forum for Polish-German Cooperation. From September 6 to November 21, 2007 he was State Secretary in the Foreign Ministry.

In the parliamentary elections in 2007 he was elected for the second time with 3,524 votes. In the fourth electoral term he is again a member of the Presidium of the PiS parliamentary group. He was Deputy Chairman of the Sejm Commission for Foreign Affairs and a member of the Sejm Commission for EU Affairs.

In the 2014 European elections , Karski was elected to the European Parliament .

He was awarded an honorary doctorate in philosophy from the Dragomanov National Pedagogical University in Kiev on October 2, 2015. He is also honorary professor at WIUU Wisconsin International University Ukraine and holder of the Dragomanov Medal for European Communication.
