biography

Borsinger was the son of a landlord who ran the Gasthaus Blume in the spa district . Nothing is known about his education, but he turned to public administration at an early age. From 1823 to 1831 he worked as an official clerk for the Baden district . In 1833 he became the Stadtammann elected and held that post for five years from. He was then a district administrator from 1837 to 1842. In 1838 the farmers in Siggenthal and Würenlingen obstructed the surveying work for a planned railway line between Zurich and Basel. Borsinger led the investigation into the incidents and came to the conclusion that the ruthless actions of the railway engineers and surveyors and the inadequate information from the government were responsible for the unrest.

In 1833 Borsinger was elected to the Grand Council of the Canton of Aargau. Railway construction was one of his main concerns. As chairman of the municipal railway commission, in 1841 he succeeded in ensuring that the later Swiss Northern Railway was not led over Ennetbaden , but on the left bank of Baden's old town. In 1842 the Grand Council elected him to the cantonal government. In this Borsinger successively headed the Catholic Church Department, the Education Department and the Sanitary Department. He promoted the establishment of a teachers' seminar in the buildings of the Wettingen monastery , which was closed in 1841 .

In 1850 Borsinger announced his resignation from the government and gave family reasons for this. Thereupon he took over the vacant position of the district administrator and remained in office until his death. He was represented in the Grand Council until 1852.
