Kim Yong-il (born May 2, 1944 ) is a North Korean politician. From 2007 to 2010 he was head of government (chairman of the Council of Ministers ) of North Korea .

Between 1960 and 1969 he served in the Korean People's Army . He then studied at the University of Maritime Transport in Rajin . From 1994 until his appointment as Prime Minister he held the office of Minister for Land and Sea Transport. On April 11, 2007, the Supreme People's Assembly appointed Kim to succeed Pak Pong-ju , Chairman of the Council of Ministers. On November 14, 2007, Kim arrived for a three-day meeting with his South Korean counterpart, Han Duck-soo . It was the first such meeting since 1992. As part of a comprehensive cabinet reshuffle, Kim Yong-il was replaced by Choe Yong-rim in June 2010 .
