An instrument for every child ”, or JeKi for short , was a music education program for primary schools in the Ruhr area . The last JeKi class started in the Ruhr area in the 2014/15 school year and could be completed regularly until the end of the 2017/18 school year, the fourth grade. The follow-up program JeKits - instruments, dancing and singing for every child started in parallel from the 2015/16 school year throughout North Rhine-Westphalia .

Since the 2008/2009 school year there has been an instrument for every child in around 70 primary schools in Hesse , as well as in Hamburg since the 2009/2010 school year and in some primary schools in Saxony . There are now plans for similar projects in Baden-Württemberg , Bavaria , Berlin , Mecklenburg-Western Pomerania , Lower Saxony , Saarland and Thuringia .

The program

In 2007 the program “Every child an instrument” was developed by the German Federal Cultural Foundation , the State of North Rhine-Westphalia and the Future Foundation Education in the GLS Treuhand as a cooperation project of the cultural capital RUHR.2010 . From the 2011/12 school year it was funded solely by the state of North Rhine-Westphalia. The program is run by the non-profit JeKits Foundation (formerly the Foundation for Every Child an Instrument) based in Bochum . In addition, there were other JeKi-like model projects also funded by the state government at around 35 locations in North Rhine-Westphalia.

In the first school year, all children in the participating primary schools take part in the JeKi program free of charge. In the lessons organized jointly by music school and elementary school teachers ("tandem lessons"), you will get to know a variety of instruments and finally choose your instrument for further lessons. In addition to the usual string and wind instruments, you can also choose from various keyboard instruments ( accordion , keyboard , piano ), percussion instruments ( djembé , cajón ) and plucked instruments ( guitar , mandolin or the Turkish long-necked baglama). In addition, the children get to know the various musical parameters and are thus prepared for the instrumental lessons in the following school year.

From the second year of school, the children receive the musical instrument they have chosen as a free loan for lessons and for practicing at home. You will receive instrumental lessons once a week in groups of five children on average. Participation in the second school year costs € 20 per month.

In the third and fourth grades, instrumental lessons are complemented by the interplay in the multi-year school orchestra, which also rehearses once a week; participation costs a total of € 35 per month. At the end of each school year there is a final concert.

The focus is on making music together and the associated learning of musical and social skills. There are no grades. In order for the children to be able to play the different instruments together in one key, a different start in the first year of the instrument is necessary than in the regular music school lessons; in particular, other pitch spaces have to be learned on some instruments first.

In order to further qualify the teachers working in the JeKi / JeKits program, the JeKits Foundation, together with various cooperation partners, offers a further education program (e.g. on the subjects of tandem lessons, internally differentiated instrumental lessons in heterogeneous groups).

history

The project "Every child an instrument" started in 2003 in Bochum as a cooperation between the city music school, the future foundation education in the GLS Treuhand and the elementary schools and was designed as a two-year project.

The Federal Cultural Foundation, the State of North Rhine-Westphalia and the Future Foundation Education in the GLS Treuhand decided in 2007, building on the success of the Bochum project and on the occasion of the Ruhr 2010 Capital of Culture , to expand the project in terms of time and space.

With a new concept and under the sponsorship of a specially established foundation, the Bochum project was expanded to the entire Ruhr area.

At the beginning of the 2009/2010 school year, a JeKi program started in Hamburg alongside other federal states. By 2012, nearly 10,000 children are expected to take part.

In the 2007/2008 school year (start of the program), 34 municipalities and 34 music schools in the Ruhr area took part, 223 primary schools and 7,100 first graders (out of 12,400 first graders).

In the 2008/2009 school year, 41 municipalities and 49 music schools in the Ruhr area took part, 370 primary schools, 19,600 first graders (all first graders in the participating schools) and 6,300 second graders.

In the 2009/2010 school year, 42 municipalities and 56 music schools in the Ruhr area took part, 522 primary schools, 27,700 first graders (all first graders in the participating schools), 11,600 second graders and 4,000 third graders.

In the school year 2010/2011, 42 municipalities and 56 music schools in the Ruhr area took part, 641 elementary schools, 31,150 first graders (all first graders in the participating schools), 14,621 second graders, 6001 third graders and 2,342 fourth graders.

In the 2011/2012 school year, 42 municipalities and 56 music schools in the Ruhr area took part, 659 elementary schools, 27 cooperating special needs schools, 32,754 first graders (all first graders in the participating schools), 15,721 second graders, 7,990 third graders, 3,529 fourth graders and 725 special needs students.

In order to enable municipalities outside of the Ruhr area in North Rhine-Westphalia to participate in the program, a new program started in North Rhine-Westphalia under the name "JeKits - Every child instruments, dancing, singing" from the 2015/16 school year. At the same time, the previous program "Every child an instrument" in the Ruhr area will run out by the 2017/18 school year.

Fee waivers

The JeKi program is explicitly aimed at all primary school children. In order to ensure the integration of all, there is the possibility of exemption from fees. Children from families who receive ALG II, social assistance or other support benefits do not pay any contributions. For families who take part in the program with several children, the contribution for the second and each additional child is halved.

In the four-year implementation phase from 2007 to 2011, the program in the Ruhr area cost 47.23 million euros. Of this, the Federal Cultural Foundation provided 10 million euros, the State of North Rhine-Westphalia 13.62 million euros and the Future Foundation Education in the GLS Treuhand 630,000 euros. The participation fees totaled around 12.5 million euros. The municipalities participated with a contribution of 3.2 million.

Starting with the 2011/2012 school year, "An Instrument for Every Child" was funded by the state of North Rhine-Westphalia with around 10 million euros annually. This sum was used to continue the program in the Ruhr area and to further develop it in terms of content. In addition, JeKi-like model projects were funded in NRW.

As part of the state-wide expansion of the JeKi successor program JeKits from the 2014/15 school year, the state of North Rhine-Westphalia is providing 10.74 million euros annually for both the JeKi program, which is running out in the Ruhr area, and the newly started JeKits program. The state funds are passed on to the municipalities via the JeKits Foundation. Added to this are the participation fees paid by the parents and contributions from the municipalities. This covers the costs for the music school teachers. The municipalities are also responsible for paying 50% of the instrument costs.

In 2009 the Federal Ministry of Education and Research put a research focus on “Every child an instrument”.

The research program was designed for four years; Until 2013, one million euros flowed into a total of 14 research projects. 25 scientists from the disciplines of education, music education, music psychology and neuropsychology were involved. The central coordination office was located at Bielefeld University , while the University of Bremen managed the central data pool.

Problems of the program

The biggest problem of the JeKi program in the Ruhr area in the implementation phase was that the rapid expansion meant that there was a shortage of teachers. In addition, the demands on them were and are extremely high, as they have to adapt to completely new teaching forms and situations.

Further problems are that not all primary schools have sufficiently large rooms for instrumental lessons and the storage of instruments, and that the cooperation between music schools and primary schools does not always work smoothly.

Also, not all children who want to continue learning their instrument after primary school can be accepted at a music school, as their capacities are insufficient.

In addition, there is no exemption from fees at the music schools, so that the equal opportunities sought by “JeKi” ends at the end of primary school.

According to a survey of fifth graders at several schools in the Ruhr area, it was also observed that a large number of those children who had already learned one or two instruments continued to play the JeKi instrument as a second or even third instrument even after changing school; of the children who would not have learned an instrument without JeKi, only a few percent continued to play it voluntarily or beyond elementary school.
