Klaus F. Zimmermann

Klaus F. Zimmermann (born December 2, 1952 in Göppingen ) is a professor of economic political science at the University of Bonn and honorary professor at the Free University of Berlin and the Chinese People's University . From 1998 to 2016 he was director of the Institute for the Future of Work (IZA) in Bonn. From 2000 to February 2011 he was also President of the German Institute for Economic Research (DIW) in Berlin.

Life

Zimmermann joined the SPD in 1970 and was active with the Young Socialists . In 1971 he became a member of the board of the SPD local branch in Rastatt and moved into the district board as a Juso representative. He worked as a press officer for the local executive committee and was delegated several times to state party conferences. In 1973 Zimmermann was elected chairman of the SPD local association.

Zimmermann studied economics and statistics at the University of Mannheim from 1973 to 1978 . He received his PhD in 1984. Zimmermann completed his habilitation thesis in 1987.

From 1987 to 1989 he was initially a private lecturer at the University of Mannheim, and at the same time Visiting Associate Professor at the University of Pennsylvania , Philadelphia, USA (1987) and Heisenberg fellow of the German Research Foundation (1988–1989). Zimmermann subsequently worked as a deputy professor at the University of Dortmund (1989) and the Ludwig Maximilians University of Munich (1989), where he became professor of economics (focus on economic theory) in June 1989. In 1998 he accepted a position at the University of Bonn, where he founded the Institute for the Future of Work (IZA). Zimmermann has been honorary professor of economics at the Free University of Berlin since 2001 and honorary professor at the Chinese People's University in Beijing since 2006 .

Zimmermann was the founder of the European Society for Population Economics (ESPE) in 1986 and its secretary until 1992. From 2005 to 2011 Zimmermann was chairman of the Working Group of German Economic Research Institutes. V. (ARGE) and from 2008 to 2010 member of the scientific advisory board of the state government of North Rhine-Westphalia . He has been a member of the Leopoldina since 2001 and of the Academia Europaea , the European Academy of Sciences, since 2010 . In 2014 he was appointed chairman of the “Economics, Business and Management Sciences” section of the Academia Europaea and at the same time became a member of the board.

In 2013 Zimmermann was awarded the European Investment Bank (EIB) research prize for special achievements in economic and social research and its dissemination.

In the economists ranking of the Handelsblatt 2005, Zimmermann was the only economist to achieve a place in the top 10 in the two categories of research and media consulting. While he was fifth among the leading researchers, he was fourth in the field of media presence. In the Handelsblatt-Ökonomen-Ranking VWL, which counts the publications in internationally renowned trade journals, Zimmermann was ranked 30th of the 100 most research-strong economists in Germany in terms of life's work, but did not appear in the ranking for the publication since 2004.

In January 2015, the international ranking organization RePEc listed Zimmermann as No. 106 out of 42,652 economists on its world rankings; Top 0.3%

The Berlin Court of Auditors accused DIW of wasting funding of around five million euros. The public prosecutor's office in Berlin closed the investigation by order of April 12, 2012; all allegations have proven to be baseless. Zimmermann himself was criticized for a short attendance time due to his extensive obligations. Zimmermann had been criticized by the DIW Board of Trustees for an "autocratic leadership style".

In addition to his activities in research and science, since April 2011 he has been an advisory board member of Fair Observer, an online magazine that illuminates global issues from a variety of perspectives and opinions. He is also a member of the scientific advisory board of the economic policy journal Wirtschaftsdienst , for which he regularly writes articles.

Economic policy positions

Most of Zimmermann's academic work comes from the areas of labor economics , population economics and migration .

He criticized the introduction of minimum wages in the temporary work sector and a slow cut in subsidies. In 2013 he warned politicians against the introduction of nationwide minimum wages. Zimmermann came under fire for revising DIW papers that were not in line with his position on the shortage of skilled workers .

Zimmermann takes the view that immigrants from third countries represent a necessary labor mobility for Europe. There is diverging economic development in the EU because since the introduction of the euro, differences in the economic development of individual EU states could no longer be cushioned by means of flexible exchange rates. The national governments have failed to establish an effective system of financial aid or a transfer system for the benefit of weak member countries and to adequately promote labor mobility. Given a comparatively rigid European labor market, circular migration is a “mobility reserve” for the future.
