Kyrill-Alexander Black

Kyrill-Alexander Schwarz (born July 31, 1968 in Berlin ) is a German lawyer and university professor . He is a professor of public law at the Julius Maximilians University of Würzburg and co-author of the commentary on the Basic Law by Mangoldt-Klein-Starck .

Life

From 1988 to 1994, Schwarz studied law at the Free University of Berlin and the Georg-August University of Göttingen , where he received his doctorate magna cum laude in 1995 . From 1996 to 1997 he was a research assistant at the Lower Saxony State Court in Bückeburg . After passing the second state examination in 1997, he began researching the post-doctoral project “Protection of Confidence as a Constitutional Principle” at Hans H. Klein's chair in Göttingen, for which he received a grant from the German Research Foundation . In 2001 he was awarded the Venia legendi for public law and European law with his habilitation .

In addition to professorships at the universities of Bielefeld (WS 2001/2002), Potsdam (WS 2003/2004 and SS 2004), Bochum (WS 2006/2007) and Göttingen (WS 2007/2008) and guest lectureships at the Euro Faculty of the University of Kaliningrad (2002 and 2004) as well as at the German-Chinese Institute for Law in Nanjing (2003 for the DAAD ), he held teaching positions at the Universities of Göttingen and Würzburg.

From 2004 to 2006 he was a research assistant at the Federal Constitutional Court , from 2008 to 2010 head of department for “Fundamental Constitutional Issues” in the State Chancellery of North Rhine-Westphalia .

In 2010 he was appointed to a teaching professorship for public law at the Julius Maximilians University of Würzburg.

In the controversies about manholes and male circumcision , he took the position that this should be given priority under certain conditions when weighing up the interests of animal welfare and physical integrity on the one hand and religious freedom on the other.

Schwarz is married and has two children.
