Láilá Susanne Vars (born August 19, 1976 in Láhpoluoppal, Guovdageaidnu (Kautokeino) , Finnmark Province in Norway ) is a Sami - Norwegian international lawyer , politician and rector of the Sami University Sámi allaskuvla (Samisk høgskole) in Guovdageaidnu.

Vars is, nationally and internationally, an expert on the human rights of indigenous peoples .

Life

Vars was born in 1976 in Láhpoluoppal, which belongs to the municipality of Kautokeino ( Guovdageaidnu in northern Sami ). From 1996 to 2001 she studied law at the University of Tromsø (LLM). She then advised the Norwegian Sámediggi (Sami Parliament) on legal issues and in 2005 played a major role in the adoption of the Finnmark Act ( Norwegian Finnmarksloven ), which granted the Sámi 95 percent of the country.

In 2005 Vars returned to her university and worked as a lecturer and researcher in the field of human rights. During this time she also worked at the University of Florence . Vars in 2009 with a thesis on the self-determination of Sámi doctorate .

In the same year Vars was able to win a mandate from the Árja party. She was Vice President of the Sámediggi in Karasjok until 2013. After a change in parliamentary rules, she had to give up her seat in parliament in 2010. Vars received a second mandate for 2013–2017. During this time she was group leader of the Árja.

In 2013, Vars became Executive Director at the “Gáldu” (Resource Center for the Rights of Indigenous Peoples) in Kautokeino. After Gáldu was accepted into the Norwegian Human Rights Institution ( Norges institusjon for menneskerettigheter (NIM)) in January 2017 , she held the post of department head there and was released from her duties at Sámediggi.

Since March 2017, Vars has been advising the UN Human Rights Council (UNHRC) on the rights of indigenous peoples in the Arctic ( Expert Mechanism on the Rights of Indigenous Peoples (EMRIP)). She is a member of the International Work Group for Indigenous Affairs (IWGIA) in Copenhagen. Vars was from 2013 to 2016 a member of the Norwegian National Commission for UNESCO and 2013-2015 Commissioner for the minority of Romanifolket (travelers, tatere) in Norway. She has been the rector of the Sami University since August 2019 (Sámi University for Applied Sciences).

Vars is married and has two children.
