Lassat Qiynow

Lässat Ketebajuly Qiynow ( Kazakh Ләззат Кетебайұлы Қиынов , Russian Ляззат Кетебаевич Киинов Ljassat Ketebajewitsch Kiinow * 7. December 1949 in Tauschyk, Kazakh SSR ) is a Kazakh politician .

Life

Lässat Qiynow was born in 1949 in the village of Tauschyk in today's Mangghystau region. He graduated from the Kazakh Polytechnic Institute in Alma-Ata in 1971 with a degree in mining science . In 1994 he obtained a doctorate in technical sciences.

He began his professional career in the oil industry. After graduating, he first worked as a worker on the Schetybai oil field on the Mangischlak peninsula , where he rose to managerial positions. In 1977 he became a trainer in the industrial and transport department of the Mangischlak regional party committee before becoming chief engineer at Mangyschlakneftepromchim two years later. Between 1982 and 1987 he worked on the Karashanbas oil field and then for Komsomolskneft. In May 1992 he became General Manager of Mangyschlakneft .

After Kazakhstan's independence, Qiynov was appointed head of the Mangghystau regional administration in November 1993. He held this post for two years before joining the Kazakh government as Deputy Minister for the Oil and Gas Industry. After that he was the representative of Kazakhstan and deputy general director at the Caspian Pipeline Consortium . On February 18, 1999 he was reappointed Äkim (governor) of the Mangghystau region. After three years at the head of the administration of the area, in February 2002 he became chairman of the board of the newly established national oil and gas company KazMunayGas . After a little over a year he got a post in the government again, where he became Deputy Minister for Energy and Natural Resources in March 2003. On December 22, 2011, Qiynow was again chairman of the board of KazMunayGas. From August 2013 he was a member of the Kazakh Senate , where he was a member of the Committee on International Relations, Defense and Security from October 2014. On September 13, 2017, he was released from his duties as a senator.
