Usaqbai Süleimenuly Qarabalin ( Kazakh Ұзақбай Сүлейменұлы Қарабалин , Russian Узакбай Сулейменович Карабалин Usakbai Suleimenowitsch Karabalin * 14. October 1947 in Qosschaghyl, Kazakh SSR ) is a Kazakh mining engineer and politician . He was Chairman of the Board of Directors of KazMunayGas from 2003 to 2008 and Kazakh Minister for Oil and Gas from 2013 to 2014.

Life

Usaqbai Qarabalin was born in Qosshaghyl village in Guryev Oblast in 1947 . He graduated from Moscow's Gubkin Institute of Petrochemical and Gas Industry in 1970 . In 1973 he graduated from the Gubkin Institute graduate school . In 1985 he obtained the academic degree of candidate in technical sciences with a dissertation at the Petroleum Institute in Ufa .

After completing his training, Qarabalin initially worked in the Soviet oil industry in Guryev Oblast. In 1990 he worked at the branch of the Kazakh Polytechnic Institute in Guryev . After Kazakhstan's independence, he worked for the Kazakh authorities and initially worked for the offices of the President and the Cabinet of Ministers. In 1992 he moved to the Ministry of Energy and Fuels as Head of Department and from 1994 he was Deputy Minister for Energy and Fuels and Deputy Minister for the Oil and Gas Industry of Kazakhstan. From July 1995 to November 1997 he did further training at Agip in Italy .

After his return from Italy, Qarabalin was employed in various positions at the state oil company Kazakhoil. Here he first rose to the position of deputy chairman of the board of management before he was briefly acting chairman of the board from August to October 1999. In February 2000 he became chairman of the board of the newly founded company KazTransGas . After a little less than a year he was given another post in the Kazakh government as Deputy Minister for Energy and Natural Resources. In March 2003 he took over the chairmanship of the state oil and natural gas company KazMunayGas . He held this position until May 29, 2009. He then worked from July 2008 to November 2009, among other things, as a company director at Mangghystaumunaigas and from January 2010 to July 2013 as General Director of the Kazakh Institute for Oil and Gas. On July 3, 2013, he became Minister for Oil and Gas in Serik Akhmetov's cabinet . He held this ministerial post until the ministry was dissolved on August 4, 2014. Instead, he became the first deputy minister of energy.

Qarabalin has been the deputy chairman of the Kazenergy association since March 2016 .
