HOSI is the abbreviation for homosexual initiative or homosexual initiatives used since 1979 . These terms are used primarily for legal and historical reasons by several decentralized and mutually independent organizations that stand up for the rights of homosexual and bisexual people in Austria or the neighboring countries.

Nationwide mass media often refer without suffix only to those in the federal capital -based homosexuals Vienna Initiative . Regional mass media often refer to their local HOSI. Due to the name HOSI, which is dominant in Austria, it is sometimes understood in the plural by unsuspecting people as an umbrella or generic name and then includes other clubs.

etymology

In 1979, when the first homosexual initiative was founded in Vienna, there was still a ban on "connections for the promotion of same-sex fornication" (in short: "association ban") in Section 221 of the Criminal Code , which was only introduced on March 1, 1997 ( Federal Law Gazette 1996/762) has expired. So they called themselves an “initiative” instead of an association  - partly out of tactical caution, partly because of the more dynamic term: the goal was and is to make a difference. At that time, the short form HOSI was also decided in a meeting. After initial difficulties, the association was approved by the competent Viennese authority in 1980; when associations were founded in the other federal states, the previously accepted name was retained. When HOSI Salzburg was founded in 1980, the prohibition notice was only sent to the Salzburg association authority shortly after the six-week period after registration and was therefore invalid. It is assumed that this “ Austrian solution ” was a move by the authorities to formally comply with the law (“We have banned it”), but not to ban the association (“Unfortunately, it was sent too late ".)

The long forms "homosexual (-) initiative" or "homosexual initiative" sometimes used for all HOSIs are misleading to false, unless a simply appended "n" results from an inflection . The often used imprecise long form Homosexual N- Initiative hides a characteristic secondary aspect, since it suggests that the club in question only accepts lesbians and gays as members. This restriction only applies de facto to central representative tasks, but heterosexual women and men have already held board positions in some HOSIs. The correct full name Homosexual E Initiative therefore exclusively refers to the orientation associated with discrimination in the broadest sense, i.e. not only when it predominates - and thus aims to overcome a restriction of freedom for (almost) all people.

Organizations

There is currently a HOSI in Vienna, Linz, Salzburg and Innsbruck and earlier also in Graz and Dornbirn. After the association in Graz was closed, the RosaLila Pantherinnen were founded two years later and for a long time were sometimes referred to as HOSI Steiermark after the previous association.

The HOSI associations in the individual federal states have always worked decentrally and independently of one another. The Austrian Lesbian and Gay Forum (ÖLSF) existed from 1991 (as an association from 1995) to 2000 as the umbrella organization for the HOSIs and for the other Austrian associations . Each initiative works nationwide with the main focus on the home state, with no offshoots in other federal states. Since the seat of the federal government and parliament is in Vienna, it is easier for HOSI Vienna to attend to federal agendas. However, at official meetings, the other clubs are also often equal partners, provided that the human resources permit.

Other important associations, some of which were founded by former employees of HOSI Vienna, are the Lambda Legal Committee (RKL) as a legal aid, advisory and lobby organization , the Klagsverband and the Rosa Lila Villa as an advisory, residential and formerly alternative catering project and as a meeting point for many smaller groups.

When it was founded, HOSI Vienna was a purely gay organization; a few months later, lesbians were also accepted and founded a very active working group from the start. Associations in some other federal states have already been initiated and built up by women in the lead. Since 1991 the executive function of HOSI Vienna has always been a chairwoman and a chairman, and the statute (without double occupation) also provides for an equal composition (50:50) in the rest of the board. In formally different ways, (most) other federal state associations also try to ensure a fair share of the sexes on the executive boards. As in many political organizations of various types, it is around 1: 2 (women: men) among the members.

The main tasks of the associations, which act as non-governmental organizations, are advising homosexuals or people from their environment, supporting demands for equality (e.g. forms of partnership after marriage ), combating discrimination , reducing prejudices , helping to develop social acceptance and meeting places outside of the commercial local scene.

The lesbian and gay movement in Austria has achieved some political changes, including:

  • 1989: The ban on gay prostitution is lifted (§ 210 StGB )
  • 1996: Repeal of the association and so-called advertising ban (= "approval") for homosexual topics (§§ 220, 221 StGB)
  • 2003: Clearing the reservations in EKIS and identification purposes data from convicted under § 209
  • 2000–2005: Inclusion of protection against discrimination in the state constitutions of some federal states
  • 2005: Inclusion of homosexuals as a victim group in the Victims Welfare Act
  • 1996: Nursing leave for state employees in Styria (Panther)

Further improvements had to be achieved on the basis of specific cases by judicial process and with joint preparatory work of all forces:

  • 2002: Repeal of § 209 StGB, which stipulated a four-year higher age of consent for same-sex male sexual intercourse (comparable to the German § 175 , twice up to the Constitutional Court by the HOSI Vienna (1989) and by the RKL)
  • 2003: Right of entry into the lease of the deceased same-sex partner (up to the ECHR by HOSI Vienna)
  • 2003: Prohibition of the retroactive effect of the new § 207b StGB also with gay relationships by the OGH (RKL)
  • 2004: Gift tax-free support also for same-sex partners
  • 2003-2006: Repeal of numerous convictions for § 209 and award of reparation payments by the ECHR (RKL)
  • 2006: The VwGH and the VfGH (RKL) order the deletion of manually recorded data from convicts according to Section 209

The HOSI associations also carry out regular projects. The undisputed largest project is the Vienna Rainbow Parade , which was founded in 1996 by the Austrian Lesbian and Gay Forum , has been organized by HOSI Vienna since 2003 and is visited by over 100,000 people every year. In addition, there are numerous festive events by all associations - such as the annual Rainbow Ball in the Parkhotel Schönbrunn -, Stop Aids projects (panthers), youth projects ( HOSI Linz and Vienna) and local parades (HOSI Salzburg and Tyrol).

In the German-speaking area bordering on Austria, the name "Homosexual Initiative" or the short form "HOSI" is also common.

Germany

The HOSI Rosenheim existed from 2000 to 2005 and had to be dissolved due to a lack of participation and other obligations of the existing members. The youth table moved its meeting to a pub. Among other things, to close the local gap between Munich , Salzburg and Innsbruck, queer.in became established in March 2006 . kufstein founded.

Italy

In Bolzano there has been Centaurus - gay and lesbian initiative South Tyrol since 1991 , which is similar in its tasks and activities to the Austrian sister associations. At the beginning it was called HIS / IOS CENTAURUS ( Homosexual Initiative South Tyrol / Iniziativa Omosessuale Sudtirolo ) for a long time .

The LAMBDA is a magazine HOSI in Vienna. It has been in production since 1979 and is the oldest, continuously published lesbian and gay periodical in German-speaking countries.

Frequency of publication

LAMBDA appeared four times until 2005, then six times, and since 2010 five times a year. It is available in trendy bars and shops with a focus on Vienna and is sent to members of HOSI Vienna and to subscribers by post. Since the third edition in 2004, LAMBDA has also been published as a PDF in the original layout on the Internet.

Edition and readers

The LAMBDA is published in an edition of 3500 copies. The booklet is printed in A4 and the scope is 40–56 pages. The readership primarily includes people from the Austrian LGBTIQ community.
