Colonel Cordero collects new taxes from the population in Monterrey without the knowledge of the governor. Antonio Sandoval, who has returned from his studies in his hometown, becomes aware of the Colonel's goings-on and makes life difficult for the tyrannical Alcalde at every opportunity and time of day as the masked Zorro.
