The State Student Council (LSR) is the highest student council (SV) in the state of Lower Saxony . The tasks and rights of the state student council lie in the exchange of information and opinions, in hearing, suggestion and information rights, in the statement and, above all, approval requirements.

The state student council is elected at the level of the former administrative districts. The relevant regional departments of the state school authority call the election meetings. All members of the District School Councils (KSR) are entitled to vote and can be elected . The members of the City School Student Council (SSR) from urban districts take this place.

In each of the former government districts of Lower Saxony ( Braunschweig , Hanover , Lüneburg , Weser-Ems ), which existed until their dissolution in 2004, a representative is elected for each of the secondary schools, secondary schools, secondary schools, grammar schools, comprehensive schools, special needs schools and independent schools . In addition, two representatives are elected for each of the vocational schools (BBS). In addition, the foreign classmates have the option, if no one has been chosen from a district, to elect an additional member in the relevant district. Each of the calculated 40 possible members has a substitute member who moves up when the member leaves.

To carry out the elections, all KSR representatives and SSR representatives of a school type who have accepted the invitation are put together in a group at the electoral assembly at the district level and from this group they elect the representative of their school type in the regional student council.

The State School Council also elects six members for the State School Advisory Board and one representative for the State Advisory Board for Youth Work.

In the areas of the former administrative districts, one (BBS two) representative and deputy was elected for each type of school. The regular members form the general assembly. The general assembly decides on the work program, decides, if possible, the opinions, elects the board of directors, forms work teams, thus the general assembly specifies the content-related topics.

The board consists of five equal members and is responsible for the office work (processing of the mail, gathering of opinions on the draft decrees, administration of the office), for answering or forwarding questions and inquiries that people have to the LSR and the organization of the General Assembly. But he is also responsible for the content-related issues. He maintains contact with other organizations and associations (e.g. youth associations and parties as well as teachers and parents' associations). Press releases are written and published by him. Opinions on draft ordinances, decrees and bills are passed by the board if there is no plenary meeting within the set period (usually six weeks).

The regional student council elects a chairman and a deputy chairman from among its members. These coordinate and organize the cooperation between the office, MK and board. In addition, the CEO is the first point of contact for the LSR.
