The State Student Council of Saxony-Anhalt (LSR) is the highest democratically elected interest representation of the student body in the German state of Saxony-Anhalt . In 1991 the state student council was founded in its current form.

structure

The plenum of the State School Council of Saxony-Anhalt consists of full and substitute members. The state student council is divided into three compulsory working groups and temporary project groups.

Board

The board of directors consists of a chairman, a deputy chairman and up to four assessors. He is elected by all full members of the plenary.

Working groups

The working groups form the basis of the content-related work of the State School Council of Saxony-Anhalt. Every member is obliged to work in a working group. Then the members elect a leader and his deputy. The working group leader has the duty to schedule at least one working group meeting between the plenary sessions. You must be accountable to the plenary at all times. The working groups have a permanent existence and are not dissolved after a task has been completed. The regional student council maintains three working groups:

  • Student Representative Work Group (AK-SV)
    The AK-SV organizes student representative seminars at schools in the state of Saxony-Anhalt and shows how a student council or a student council can function in a structured and organized manner. The working group is an opportunity to increase student participation, as students are the most important group in any school. In addition, SV seminars provide information about the rights and obligations of students. Through the exchange of experiences, the AK-SV would like to impart knowledge about student representation work, increase motivation and respond individually to each school.
  • Working group on content positioning (AK-IP)
    It is the task of the AK-IP to summarize the opinion of the entire plenum of the regional student council in the form of position papers and statements. After they have been fully developed and only with the consent of the plenary, these are forwarded to the responsible institution, e.g. the Ministry of Education. There, the writings are processed and included in the decisions on questions of school policy, such as changes to the law. The regional student council often receives inquiries from institutions as to whether they want to position themselves on certain school policy issues.
  • Public Relations Working Group (AK-ÖA)
    The AK-ÖA is primarily responsible for publicizing the state student council and also maintains all websites. The working group draws attention to the committee with the help of various advertising campaigns. He also writes press releases and organizes the networking of the regional student council with other representatives at trade fairs and congresses.

Project groups

Project groups are set up on the decision of the plenary in order to develop special concepts and initiatives for the regional school council. Participation in the work is based on the achievement motivation of the plenary members and usually lasts for one year. Depending on requirements, this period can be extended by one year until the planned activity has been carried out. The members elect a project group leader and his deputy from among their number. A project group has to be accountable to the plenary, but is not obliged to meet between two plenary sessions.

Members and electoral process

In the State School Council of Saxony-Anhalt, the students of

  • Secondary schools and grammar schools with six members each,
  • Comprehensive schools, community schools and special schools with three members each,
  • vocational schools by six members,
  • Independent schools represented by three members.

The members of the municipal and district school councils elect the state school council of Saxony-Anhalt. There are three elective areas:

  1. for the state school office at the Halle office: the administrative districts of Burgenlandkreis, Saalekreis, Mansfeld-Südharz and the independent city of Halle (Saale),
  2. for the branch of the State School Office Dessau-Roßlau: the districts of Anhalt-Bitterfeld, Wittenberg, Jerichower Land, Salzlandkreis and the independent city of Dessau-Roßlau,
  3. for the branch of the state school authority Magdeburg: the districts of Harz, Börde, Stendal, Altmarkkreis and the independent city of Magdeburg.

The members of the relevant community and district student council groups are entitled to vote. These elect the members of the State School Council of Saxony-Anhalt from among their number. If a member is unable to vote, the substitute member is entitled to vote, but cannot be elected. The term of office begins with the first meeting after the election.

All elections for student representatives are regulated in the Student Election Ordinance (SchWVO).

Execution of the election

The electoral assemblies are held in the respective elective areas of the state school office until the end of the 15th week after the summer vacation. The Landesschulamt invites those entitled to vote separately to groups to non-public election meetings. A representative of the state school office explains the non-public election procedure and leads the election of the electoral board. The election of the electoral board takes place by showing of hands. The electoral committee enables a general discussion about the tasks of the regional student council and then calls for nominations. Only nominations that have been approved by the applicants are valid. Applicants have the opportunity to present their ideas about the work of the regional school council. The electoral assembly can limit speaking time to a maximum of ten minutes.

Voting and counting

Members and substitute members of the regional student council are elected in two separate ballots. All votes are cast in such a way that the name of the applicant is entered on the voting slip. The applicants who receive the highest number of votes are elected as members or substitute members of the regional student council. Substitute members represent the members if they are unable to attend. The substitute member with the higher number of votes represents the member with the higher number of votes, the substitute member with the lower number of votes represents the member with the lower number of votes, according to school type. If the number of votes is the same, a runoff election will take place.

Eliminate and move up

The members of the State School Council of Saxony-Anhalt resign if they are no longer students in Saxony-Anhalt or if they step down from their office. The substitute member takes their place. If a substitute member leaves or moves up as a member, the applicant who has received the next highest number of votes in the elective area becomes the substitute member. If the number of votes is the same, the lot to be drawn by the chairman decides. If there are no more applicants who have received at least one vote, the seat remains vacant. If more than a third of the seats in a group are vacant, a by-election will take place for the remaining term of office. This does not apply in the last six months of the term of office of the regional student council.

Work of the State School Council of Saxony-Anhalt

The State School Council of Saxony-Anhalt participates in all important general questions of the school system as far as the concerns of the pupils are affected.

These include in particular:

  1. general provisions on educational objectives and educational pathways of schools and the structure of the school system,
  2. Guidelines for the design of school facilities,
  3. Measures to remedy or alleviate emergencies in the education system,
  4. the enactment of framework regulations for house rules,
  5. general provisions on learning materials.

The highest school authority submits corresponding general regulations to the regional pupil council and discusses them. The participation also concerns the corresponding draft laws and ordinances of the highest school authority.

The highest school authority informs the State School Council of Saxony-Anhalt about important matters of school life and gives the State School Council the information necessary for its tasks.

The state student council is a body based on the school law of the state of Saxony-Anhalt. An essential part of the work consists in discussing current educational topics that are relevant for students and in writing a statement on behalf of the state student council and thus also on behalf of the student body. These processes take place at plenary sessions organized by the regional student council. The entire plenum meets at regular intervals and meets from Friday to Sunday. At least one meeting of the working groups takes place between the plenary sessions.

In addition, seven members of the LSR are represented in the State School Advisory Board (LSBR) Saxony-Anhalt , which is an advisory body for the Minister of Education. Furthermore, the chairman of the board has the right to speak in the state parliament of Saxony-Anhalt and is allowed to position himself in state parliament debates on behalf of the state school council.

Positioning

The regional student council regularly formulates positions, including position papers, and takes a position on a topic or issue. Most of the content of the positioning is very current and affects large areas of the student body in Saxony-Anhalt. Institutions also ask whether the regional student council would like to comment on new decrees or changes in the law. The processing of a position paper usually takes a few weeks, as it must first be discussed in the plenary and a plenary opinion must be worked out. The attempt is made to look at the topic in a variety of ways and to find as many pros and cons as possible. Then the task of the written elaboration is transferred to the working group for content positioning, which develops a coherent running text based on the plenary opinion. This draft must be presented and voted on at the following plenary session. As soon as a simple majority approves the positioning, it is published and made digitally accessible on the homepage of the regional school council.

State school meeting

The Landesschülertreffen is a weekend organized and accompanied by the State School Council of Saxony-Anhalt that takes place every two years. Here, students from Saxony-Anhalt meet to exchange ideas about student representatives, to identify any deficiencies in current educational policy and to work out possible solutions together. Furthermore, workshops on topics such as student rights and behavior as well as rhetoric are offered by members of the regional student council.

Simulation game "Youth in the Landtag"

The “Youth in the Landtag” simulation game held in November 2016 gave 80 young people from Saxony-Anhalt the chance to better understand the everyday political life of a Landtag member. For a realistic business game, the Magdeburg state parliament was chosen as the place of activity, and all participants were divided into three fictitious fractions (THE ECONOMIC, THE SOCIAL, THE ECOLOGICAL) by lottery. After an opening speech by the President of the Landtag, Gabriele Brakebusch, two parliamentary group meetings, a committee meeting and the large plenary vote were simulated, and all the proposals were read out and voted under real conditions.

Legal basis

General

The activity in a student council is voluntary. The legal basis of the state student council is anchored in the school law of the state of Saxony-Anhalt (SchulG LSA). Paragraph 77 explains the members, tasks and relationships with the highest school authority. The state of Saxony-Anhalt bears the necessary costs arising from the activities of the representation. The highest school authority is empowered to regulate the details of equipping the representation with business needs and the necessary facilities as well as the reimbursement of travel expenses in accordance with the travel expenses regulations of the country and the attendance fees by ordinance.
