State Student Council (LSR)

The state student council consists of the state student council delegates from the districts and cities of Hesse and is the highest decision-making body of the Hessian student council. It decides on educational issues of the Hessian student body.

The LSR usually meets three times a year for a three-day session, usually in November, February and May; the board of directors is elected at the constituent meeting in November. Furthermore, the application consultation takes place most of the time, where various applications are discussed and coordinated. The applications contain educational issues of the student body and are i. d. Usually provided by one or more district or city student councils or state board members. The state student council represents the entire Hessian student body. State Board (LaVo)

The board includes a state school spokesperson and two deputies who together form the executive board.

The regional school council elects committee chairmen to lead the committees of the regional student council. In addition, three federal delegates are elected to represent the state student council at the federal student conference and who are responsible for networking with other federal states. You have no voting rights at state board meetings .

The state board can co-opt students into the state board ; they work with, but have no voting rights .

The state board, in particular the executive board, is responsible for implementing the LSR resolutions and the basic program.

Furthermore, the State School Council sends two members to the Hessian State School Council. These also work on the board, but have no voting rights.

Provincial advisory board and management

The state board is supported by the state advisory board, which consists of up to 5 teachers who are elected by the LSR. For a long time, however, this has only been occupied by one teacher. A member of the regional advisory board is responsible for managing the fund. The state advisory board receives hours off from its work as a teacher in order to pursue its work as a state advisory board during this time.

Furthermore, two managing directors are employed for the LSV, who support the state executive with formal, organizational and events.

District School Council (KSR) and City School Council (SSR)

The district or city student council elects in addition to its board, consisting of district or city school spokesman, two deputies and up to 5 assessors, a delegate for the state student council and a deputy. Together they form the State School Council, where they represent their district or city in exchange with other districts and cities as well as at regional meetings.

The KSR or SSR represents the pupils at the district or city level, especially vis-à-vis the municipal school authority and the state education authority in matters relating to pupils, school development and the like.

Student Council at Schools (SV)

In their classes and tutorials, the students elect a class or course representative and a deputy. These form the student council, which sends two delegates and two deputies as well as to the district or city student council.

The SV is active in school politics, has voting rights in the school conference and can participate in the general conferences (conference of all teachers in a school). You can influence trend-setting decisions and you can attend every specialist meeting.

The SV can also organize events for the students.

Hessen at the federal student conference

In the meantime, every federal state has a state student council, Bavaria followed as the last state with the establishment of the state student council in 2008. There is also a student representative body at the federal level, although the structure of the student councils differs greatly from state to state - the federal student conference . It was created in 2004 when it separated itself from the federal student council, which was founded in 1984, due to internal conflicts. All federal states were already part of the federal school conference, but over the years more and more federal states withdrew. The State Student Representation of Hesse was also not a member of the Federal School Conference for a long time, but the State of Hesse was represented by the State Student Representation of Hesse . Since the beginning of 2015, the Federal School Conference has been reorganized and, for example, settled the principle of consensus, so that since February 2015 the state student council of the State of Hesse has again been a proper member of the body.

Since 2016, the state student council of Hessen has had a budget of 89,500 euros from state funds, the budget item was increased by 10,000 euros. The use of the funds is at the discretion of the regional student council; the LSR draws up a budget for this in the February LSR. In 2018, for the first time, there was a one-day regional student council in January, which only served to approve the budget. The state board can dispose of the funds within the budget, but the LSR must agree to an amount of 3000 € or more.

The budget is spent on the events of the regional student councils, meetings of the regional executive board and its presentations and the associated travel costs, as well as on educational campaigns of the LSV.

The school authorities have no influence whatsoever. After there were errors in the bookkeeping and the regional student council was informed, they corrected these errors. Nevertheless, on May 1, 2014, the administration of the project funds for the state student council was transferred to the Giessen Education Authority by the Hessian Ministry of Education and Culture. The measure was controversial.
