The Hamburg School of Schoolchildren Chamber (spelling "schülerinnenkammer hamburg" (see logo), official name: "Chamber of Schoolchildren (Schülerkammer)", abbreviation "skh") is the state school council of the Free and Hanseatic City of Hamburg and represents the interests of around 245,000 Pupils of all types of school. The basis for this right to representation was the Hamburg School Constitution Act, first from 1973, and from 1997 the School Act .

tasks

The Student Chamber advises the Schools and Vocational Training Authority (BSB) on all decisions of fundamental importance relating to the school system. It is supposed to cultivate the relationships between school, pupils, parents and teachers among one another and with the public. In addition, the Hamburg Student Chamber maintains contacts with all democratic parties and cooperates with various external partners.

Structure and organs

The Hamburg Chamber of Students represents almost all types of schools, with the exception of privately owned schools.

It consists of the following organs:

  • Plenary session, i. d. As a rule, two delegates each from the district school councils (district school councils for special schools and vocational schools, four people each)
  • State Board
  • Managing directors

Each student council of a Hamburg school sends one or two representatives to the district student council, which then i. d. Usually, in turn, elects two representatives (see above for exceptions) to the Hamburg Student Chamber.

The plenary is the highest decision-making body of the skh. It advises and decides on all positions of the student chamber or instructs the state board. The plenum establishes working groups and elects representatives for the Parents 'Chamber, the Teachers' Chamber, the State School Advisory Board and the HVV Passenger Advisory Board, which represents the interests of Hamburg's public transport system. The plenum usually meets once a month; This is not possible between the summer holidays and the constitution; the board has so far continued the day-to-day business. As a result of the amendment to the School Act in 2009, the election period has been extended to two years. This solution is intended to ensure more continuity and sensible fluctuation.

The state board consists of a chairman, a deputy and a secretary as well as a number of assessors to be determined by the plenum (currently the number is two assessors). The board of directors has the possibility, with the approval of the plenary and a unanimous board decision, to co-opt further members to the board of directors .

The plenary also elects a management who organizes the financial processing of all items relating to the skh and structurally supports the work of the skh. The management has the right to apply and takes part in board and plenary meetings in an advisory capacity. When it was constituted in November 2011, an assistant to the management was elected for the first time.

Projects and Actions

Student forums

Since 1999, the Chamber of Students has regularly organized so-called student forums, where 100 to 150 Hamburg students discuss controversial school policy issues and suggestions for improvement are formulated. These are then forwarded to the politically responsible and statements are requested.

The student forums are the result of a 168-hour long-term protest in 1998 , with which the Student Chamber entered the Guinness Book of Records .

Cooperation project with the Johannesburg Student Council

In 2009 a cooperation project was started with the Johannesburg Student Council, the Johannesburg City Student Council, the School Information Center, and the Institute for Conflict Resolution and Mediation. In March 2008, 14 Hamburg schoolchildren visited Johannesburg, the return visit to Hamburg took place in September / October 2009.

Founding of the Youth against AIDS e. V.

Following the successful implementation of a fund-raising in December 2008, on the occasion of World AIDS Day on 36 Hamburg schools and 6 Hamburg shopping centers, the students chamber founded in cooperation with the Michael Stich Foundation (MSS) the student club Youth Against AIDS e. V. , which, contrary to the MSS, focuses on educating young people and providing information materials and condoms .
