The Bundesschülerkonferenz ( BSK ) is the permanent conference of the state student councils of the federal states in the Federal Republic of Germany . It deals with matters of educational policy of supraregional importance with the aim of forming a common opinion and will and representing common concerns of students in Germany. It was founded on March 13, 2004 in Saarbrücken .

prehistory

Since the 1980s, there has been an interest on the part of the state student representatives of the federal states in the Federal Republic of Germany in being able to exchange ideas at the federal level in a legitimate body. In 1984 the “Bundesschülervertretung” (BSV) was founded in Cologne.

Due to the differing views on the question of whether the student council could claim such a broad political mandate, the committee has not yet been able to obtain full legitimation.

The " Bundesschülerkonferenz " (BSK) was re-established in 2004: The first plenary session took place on May 21-23, 2004 in the meeting rooms of the Römers in Frankfurt am Main. 13 federal states of the Federal Republic of Germany are currently members of the BSK (as of January 2020).

structure

The federal student conference is organized in three organs: the plenum, the federal secretariat and the specialist committees. The plenary session of the Federal Schoolchildren's Conference meets at regular intervals.

plenum

Content-related voting in the plenary takes place in accordance with the principle of consensus, so the sovereignty of each state representation is guaranteed in the first place and educational federalism is not undermined. A plenary session is held in a rotating pattern. These are determined in advance by the plenary so that the organizing state student council can be given adequate preparation time.

Federal Secretariat

The Federal Secretariat is an organ of the Bundesschülerkonferenz, elected by the plenary, which has the tasks of organizing the plenary meetings and supporting the cooperation of the federal states on common concerns. The Federal Secretariat consists of the Secretary General, who coordinates the Federal Secretariat, and three specialist coordinators for different areas of responsibility, who can also be supported in their work by speakers.

Technical committees

For constructive, topic-related debates, specialist committees can be convened in which the federal states can discuss common issues more intensively.

Member countries

Currently 13 of the 16 German state student councils are participating in the federal student conference.

Each member state sends three delegates to the plenary sessions of the National Schoolchildren Conference, which take place at least twice a year. Each member country has one vote in elections and votes. The principle of consensus is used for content-related votes, as this means that no federal state gets into a conflict as a result of a possible battle vote , having to defy its own resolutions and its own school law . The goals are mutual exchange and the development of common positions.

Support association

The Federal Schoolchildren's Conference is supported by a sponsoring association that was founded on December 15, 2018 in Würzburg and is entered in the Berlin-Charlottenburg register of associations. The seat of the association is Stuttgart.
