The State School Student Council of Baden-Württemberg (LSBR) is the democratically legitimized representation of the Baden-Württemberg schoolchildren and an official advisory body of the Ministry of Culture, Youth and Sport . It is anchored in law (SchG §69) and must be informed and listened to in the event of changes to the School Act or similar. The current board consists of Leandro Cerqueira-Karst (chairman), Ardit Jashanica (deputy chairman), Roman Jauch (press officer) and Dorita Obst (secretary).

The LSBR is a member of the Bundesschülerkonferenz (BSK).

Composition and choice

The regional student council consists of 30 full representatives and an equal number of deputies who are elected for two years. At the time of the election, you must attend a school in Baden-Württemberg and be a member of the student council, which is composed of the elected class representatives and the student representatives.

The elections are organized by the regional councils. The student representatives of the respective school type of a government district come together at the election events and elect a representative for the state student council from among their number. In each administrative district (Freiburg, Karlsruhe, Stuttgart, Tübingen) there is a representative and a deputy for each type of school (special needs education and advice centers (SBBZ), secondary and technical schools, secondary schools, general high schools, community schools, vocational schools, vocational schools and technical colleges, vocational college , Vocational high school and vocational high school). This means that there are four full representatives and four deputies for each of the seven types of state school in the State Student Council, plus two full representatives and two deputies from the independent schools (private schools).

There are 7 legally recognized school type groups; one full and one deputy member is elected from each school type per regional council / administrative district, plus 2 full and 2 deputy members are elected. In total, that's then theoretically 60 members.

An intermediate level like in other federal states - e.g. There are, for example, fixed district student councils that send delegates at state level, as they are not required by law.

Advisory function

As one of the three advisory bodies, the state student council is informed by the Ministry of Education about its plans and in particular receives legislative initiatives and ordinances for advice before they come into force. The committee can then comment on this and also submit its own suggestions and suggestions.

In this function, the committee not only represents the concerns of the students in relation to the ministry, but also sees itself as a mouthpiece for the student body in public. The LSBR interferes in the current debates about educational policy decisions and calls on politicians to always keep an eye on the interests of students.

Escort function

The regional school student council accompanies the national SMV work of the schools by participating in the SMV and regional conferences and by providing the relevant documents. In addition to the state student congress, the regional school student council also organizes many other themed events, projects and advanced training events and thus contributes to the further development of the SMV work.

In addition, the regional student council offers a manual for student representatives, which was developed and published together with the regional student working group “Schülernachrichtendienst” (SND).

Participation function

The State School Council also works in other important bodies such as the State School Council, which advises the Ministry of Education and Cultural Affairs on fundamental issues relating to education policy, or the Federal Schoolchildren Conference , which is the nationwide networking of the state’s student representatives.

In the state student council, students also have the opportunity to present their ideas to the Ministry of Education at state level. This enables them to be included in school and educational policy decision-making processes and also to participate themselves.

Projects

State Student Congress (LSK)

One of the big projects is the state student congress , which takes place every two years and to which all students in Baden-Württemberg are invited. This makes it the largest school event in all of Baden-Württemberg. The aim of this is to strengthen the political education of the schoolchildren and serve them as an exchange and information event. Workshops are offered there and the opportunity for a direct exchange with the actors responsible for education policy is made possible during panel discussions.

We-do-School (WMS)

With the “Wir macht Schule” program, the LSBR would like to give students the opportunity to plan and implement ideas, projects and actions together with others, while at the same time making the students' commitment visible - also to the public outside the school.

Education for Sustainable Development (ESD) - col_labs

With the “col_labs” conference series, the regional school student council would like to sensitize the schoolchildren to sustainable thinking and in particular to promote promising projects. This is primarily intended to create awareness of the effects of one's own actions.

Regional Student Networking (RSV)

Since regional student networks, as already mentioned, are not required by law, the regional student council wants to support them and motivate them to form new ones.

History of the regional student council

The regional school student council was set up in 1994, and in April of the same year the council began its work. Before that, the students at state level were only represented in the state school advisory board, in which teachers, parents and other groups such as churches and business are also represented. Due to the great commitment of the students in this body and the ongoing demand for their own representation of interests, the state student council was finally set up. The participation of the pupils is specified in the ordinance of the Ministry of Culture on the establishment and tasks of pupil co-responsibility.
