Leandro Ramos Mendoza (born March 17, 1946 in San Juan , Batangas Province , † October 7, 2013 in Manila ) was a Filipino general and politician .

biography

After schooling, he entered the military service and served as officer cadets graduated from the Military Academy (Philippine Military Academy), he with a Bachelor of Science (B.Sc.) graduated. He then completed a postgraduate degree in public administration at the University of the Philippines in Cebu City with a Master of Science (M.Sc.) in Public Management.

In 1970 he became an officer in the command for Metro Manila (METROCOM) of the Philippine Constabulary (PC), the predecessor of today's Philippine National Police (PNP), and as such was initially head of the 3rd Patrol Company before he was from 1972 to 1974 Chief of Special Operations of the Military Police (MPIS) was. He then was first deputy commander and then from 1975 to 1979 commanding officer of the Investigation and Intelligence Unit of METROCOM. He then stayed in Manila as commander of the Eastern sector of METROCOM, and then from May 1985 to May 1986 he was the police commander of the Rizal province . Mendoza then became police commander of Bulacan Province and then from May 1989 to May 1990 police commander of Pangasinan Province . In May 1990 he was appointed Chief of Staff of the PC in Region IV ( CALABARZON ).

From February 1991 to April 1991 he was briefly commander of the special task force "Mina de Oro" in order to take over the post of chief of the PNP's management staff in the new autonomous region in Muslim Mindanao (ARMM) until 1992 . In 1992 he returned to Manila to the headquarters of the PNP and became first deputy director and then director of the intelligence service in 1993. In 1994 he was appointed Police Director of Region IV (CALABARZON) and in 1995 as Police Director of the National Capital Region of Metro Manila . After working as chief of the PNP's executive staff from 1996 to 1997, he was Deputy Chief PNP for Administration (DCA) between 1997 and 1998. Subsequently, he was Executive Director of the Philippine Center on Transnational Crime until January 2001.

In January 2001 he was first acting chief and then on March 16, 2001 chief of the Philippine National Police (Chief, PNP) and was as such General Police Director (Police Director General) with the rank of general .

On July 3, 2002, he retired from active police service after he was appointed Secretary of Transportation and Communications by President Gloria Macapagal Arroyo and served in her cabinet until his death. Successor as head of the PNP was Hermogenes Ebdane, Jr. , who later became Minister for Public Works and Highways.

At times Mendoza was also President of the Alumni Association of the Military Academy (PMA Alumni Association) and Chairman of the Association of Chief of the Police of the Philippines Inc.

His son is the politician Mark L. Mendoza , who has been a member of the House of Representatives for the Nationalist People's Coalition (NPC) since 2007 and represents the constituency of Batangas 4th District .
