Lino da Silva Saldanha

Lino da Silva Saldanha (born September 13, 1970 - February 13, 2020 in Dili , East Timor ), fighting name mouse , was an East Timorese police officer.

Career

Saldanha was a survivor of the Santa Cruz massacre on November 12, 1991. He later served as President of Committee 12 Novembru .

As of March 2000, Saldanha was part of the newly established East Timorese National Police (PNTL). He left the police academy in May 2000 and initially worked as a civil servant in Liquiçá . In 2002 he switched to forensics and police security. In July of the same year, Saldanha became the district police coordinator before moving to the planning and strategy department of the police headquarters in Dili.

During the unrest in East Timor in 2006 , which also resulted in a conflict between police and military , Saldanha acted as spokesman for the Grupo Polícia Nacional de Timor-Leste . In a letter to President Xanana Gusmão , he recommended that police officers should no longer be armed with heavy weapons. Police officers who committed a criminal offense in the context of the unrest should be released. He also called for the dissolution of the Unidade Reserva da Polícia (URP) and the Unidade de Patrulhamento de Fronteira (UPF) and that the police and the military be placed under a ministry. These demands were not followed up.

On March 24, 2010, Saldanha was promoted from inspector to superintendent. From July he was in command of the Unidade da Polícia Marítima (UPM). From 2013 to 2015 Saldanha completed a master’s degree in management at Udayana University .

After a heart attack from diabetes , Saldanha died in 2020 at the Hospital Nacional Guido Valadares (HNGV).

With his wife Eulália Brás Carvalho da Silva, Saldanha had three sons and four daughters.
