Ludwig Berner first attended the canton school in Aarau . He then studied law at the Academy in Bern and at the Ruprecht-Karls-University in Heidelberg . In 1819 he was admitted to the bar. After he had been government secretary in the cantonal police department from 1820 to 1826, he received a patent as a notary in 1829 . In 1830 he accepted the election as senior bailiff for the Kulm district , and in 1832 as district court clerk.

In 1831 Berner was elected to the Grand Council . He belonged to the radical liberal faction, but did not expose himself. In 1835/36 he represented the canton of Aargau at the federal diets . The Grand Council elected him to government council in 1836 after rejecting the election five years earlier. Berner was initially head of the military commission, from 1838 he headed the Department of the Interior, from 1846 the police department. During his tenure as government councilor, he was also president of the Aargau reformed church council.

When the cantonal government was downsized in 1852, Berner resigned as a councilor and also gave up his mandate as a grand councilor. For the next five years until his death, he served as President of the Kulm District Court.
