The A21 (lit. Panemunės aplinkkelis ) is a trunk road in Lithuania . It forms a part of the eastern bypass of the city of Sovetsk (Tilsit) in to Russia belonging exclave Kaliningrad and located on the right bank of the Memel Lithuanian bridgehead Panemunė (About Memel) connecting Magistralinis kelias A12 on a new, river Memel crossing bridge with its continuation on Russian territory, the A216 . Its length on Lithuanian territory is around 4 km.

The road was built between 2014 and 2015 to relieve the border crossing to Sovetsk over the historic Queen Luise Bridge .
