Manuel Pizarro Castro

Manuel Francisco Pizarro de Sampaio e Castro , often just Manuel Pizarro or Manuel Pizarro Castro (born February 2, 1964 in Coimbra or Porto ) is a Portuguese doctor and politician ( PS ). For several years he worked as an internist in the large Porto hospitals, Hospital de S. João and Hospital da Ordem da Trindade . At the political level, Pizarro was, among other things, City Councilor of Porto, a member of the Portuguese Parliament (2005–2008, 2011–2015) and State Secretary for Health in the governments under José Socrates( 2008-09 , 2009-11 ). Since the European elections in 2019 he has been a member of the European Parliament as part of the S&D group .

Life

Education and academic career

Manuel Pizarro Castro was born on February 2, 1964 in Coimbra (according to other information in Porto), but lived in Porto , in the Ramalde district, from the age of two . After completing school, Pizarro studied medicine at the University of Porto , specializing in internal medicine .

Pizarro published, among other things, scientific papers in the field of hypertension and autoimmune diseases . He is a member of the Portuguese Society for Hypertension, the Portuguese Society for Diabetology and the Portuguese Council for Resuscitation. He was Assistant Professor of Clinical Practice in the Faculty of Medicine at the University of Porto and was responsible for the medical course at the School of Health Sciences at the University of Minho .

Political engagement at the local level

Pizarro has been politically active in his hometown of Porto since his youth. Among other things, he was a co-founder of the Association of Youth Organizations in the Porto District and Chairman of the Association's Board of Directors from 1986 to 1990. He was also a co-founder of the national association of youth organizations, which he headed until 2002.

From 1983 to 1990 Pizarro was a member of the local parliament of his district of Ramalde, initially for the communist list connection CDU . From 1993 to 1997 was a member of the local parliament for the socialist PS . For the period from 1998 to 2001, the council members elected Pizarro to the council. In 2001 Pizarro was elected to the city parliament of Porto and he held the mandate until 2005. From 2005 to 2008 he was a city councilor without a department ( vereador sem pelouro ) of Porto.

Change to Portuguese national politics

In the Portuguese parliamentary elections in 2005 Pizarro ran for a seat in the constituency of Porto and won it directly. In parliament he was a member of the health committee. As part of a cabinet reshuffle, Prime Minister José Sócrates appointed Pizarro to his cabinet in 2008, where he was State Secretary for Health under Minister Ana Jorge . He defended his mandate in the 2009 parliamentary elections , and Prime Minister Sócrates appointed him to his cabinet as Deputy State Secretary for Health. Because of this, his mandate was suspended.

In the early parliamentary elections in 2011 , the Socialist Party lost significantly, but Pizarro defended his mandate again. In the legislature, he took on significantly more functions as a member of parliament: he was a member of the committees for health, education / science / culture, European affairs and the committee for constitutional questions. Furthermore, he began to work again as a doctor in the hospital Hospital da Ordem da Trindade .

Excursion into Porto local politics

In the local elections in 2013 Pizarro ran for the office of mayor of his hometown Porto, but was defeated and only won one seat in the city parliament. The independent election winner Rui Moreira took Pizarro into the town hall as a city councilor and made him responsible for housing and social affairs. In the local elections in 2017 Pizarro ran again for the office of mayor, but did not prevail. He remained a member of the city council.

Apart from that, Pizarro was President of the Political Commission of PS Porto and has been President of the PS District Association of Porto since March 2016.

Entry into the European Parliament

For the 2019 European elections , the Portuguese Socialist Party (PS) nominated Santos for ninth place on the list. In the election, the socialists won 9 of the 21 Portuguese mandates with 33.4 percent, so that Pizarro entered the European Parliament directly. Like the other PS candidates, he joined the S&D parliamentary group . For the group, Pizarro is a member of the Committee on Employment and Social Affairs and the Committee on Fisheries . He is also an alternate member of the Committee on Environment, Public Health and Food Safety .
