On May 22, 1917, he passed the examination to become a navigator on a long voyage (A5) at the seafaring school of the Free Hanseatic City of Bremen with distinction and bonus . Towards the end of the First World War he served on minesweepers of the Imperial Navy .

After the November Revolution he was an independent businessman for three years . From 1922 he was second mate on the five-masted Susanne Vinnen and first mate with North German Lloyd . In 1925 he passed the test to become a captain on a long journey (A6) with distinction. From October 1928 he taught full-time at the Maritime School in Lübeck . In March 1929 he switched to the seafaring school in Bremen. During the Second World War he served as a major in command of the ships and boats of the Air Force . At the end of 1946 he was again a teacher at the Bremen Seafaring School , which he headed from 1951 to 1963 as the Upper Seafaring School Director. During his tenure, the Bremen Seafaring School was rebuilt with its branch in Bremerhaven. Erected according to the latest nautical, technical and educational findings, the two schools set the trend for new nautical training centers in Germany and abroad. Bremen had the first radar simulator on the European continent. Berger also introduced new subjects for the prospective captains, which concerned living together on board and the business aspects of shipping. He was one of the founding members of the German Society for Positioning and Navigation . His successor in Bremen was Karl Terheyden . He died at the age of 80 and was buried in a niche in Osterholz . The tomb no longer exists.
