Master plan Ems 2050
The Ems 2050 master plan is a plan agreed in 2015 to restore the Ems ecosystem in Lower Saxony , taking into account the region's economic interests. The master plan shows ways for a balance between ecology and economy over a period of time up to 2050. The aim is the medium and long-term improvement of the water quality of the Ems in the heavily polluted area of the Unterems as well as securing the economic prospects of the region.

The EU Commission asked the State of Lower Saxony to implement the present guidelines for the designated Natura 2000 areas on the Ems. Large sections of the Ems are FFH or EU bird protection areas . As part of these demands, the state of Lower Saxony was threatened with infringement proceedings with fines in the millions. The development of the master plan was the last option accepted by the EU Commission to avert such criminal proceedings. On April 11, 2016, the Lower Saxony State Chancellery announced that an upstream pilot procedure for the initiation of infringement proceedings against the Federal Republic of Germany had been discontinued.

The aim of the master plan is the sustainable development of the Ems region as a natural, economic and living space with the involvement of all those affected. The measures in the plan are intended to restore the ecological balance, but they should neither impair the function of the Ems as a federal waterway , nor make the ship overpasses at Meyer Werft more difficult.

On June 16, 2014, those responsible from the city of Emden , the districts of Emsland and Leer , the Meyer Werft, the World Wide Fund for Nature Germany (WWF), the Federation for Environment and Nature Conservation Lower Saxony signed. V. (BUND), the Naturschutzbund Niedersachsen e. V. (NABU), the General Directorate for Waterways and Shipping, the State Chancellery and the Ministry of the Environment and the Ministry of Economics issued a declaration of intent to develop a master plan for the Ems. Negotiations on the “Master Plan Ems 2050” began on July 14, 2014 and ended with a final declaration on January 27, 2015. The approval of all committees should be given by March 31, 2015. On March 24, 2015, the district council of the district of Leer was the last local parliament to approve the “Ems 2050 Master Plan” so that it can be implemented.
Steering Committee
A steering committee decides on recommendations for achieving the overarching goals of the master plan. Representatives of the following interest groups sit in it:

- Federal Waterway Administration
- Environmental associations WWF , BUND and NABU
- Districts of Emsland and Leer and the city of Emden
- Meyer shipyard , Papenburg
criticism
Most of the farmers from the Ems region reject the master plan. Around 700 hectares are to be renatured as a relief polders for the Ems by 2050 . Farmers fear a shortage of agricultural land and thus higher lease prices .
Some nature conservation associations criticize the fact that there are no timeframes for implementation of the measures provided for in the "Master Plan Ems 2050".
