Melchor de Liñán y Cisneros (born December 16, 1629 in Torrelaguna , Spain ; † June 28, 1708 in Lima , today Peru ) was a Spanish bishop and colonial administrator, who temporarily also served as viceroy of Peru .

Origin and youth

Melchor de Liñán y Cisneros came from a family of the Spanish nobility. He studied at the University of Alcalá , where he obtained a doctorate in theology . In 1661 he took over the parish of Santa Maria de Buitrago and of San Salvador in Madrid.

Career in the New World

King Philip IV appointed him bishop of Santa Marta in present-day Colombia in 1664 . Liñán embarked for South America and reached Cartagena in November 1664. In 1665 he received by the bishop of Cartagena , Antonio Sanz Lozano , the episcopal ordination . On January 26, 1668, he was appointed bishop of Popayán .

In 1671 the king sent him to what is now Bogotá as a controller (visitador) . He was supposed to investigate the administration of the New Kingdom of Granada , which at that time was led by the President of the Real Audiencia , Diego de Villalba y Toledo . He replaced Villalba and took over the management of the colony on June 2, 1671 himself as governor and captain general . At the same time he was President of the Real Audiencia.

During his tenure as governor of New Granada, he was appointed Archbishop of La Plata o Charcas on February 24, 1672 . He ended his tenure as governor and general captain in 1674 and went to Popayán to hand over his diocese to his successor Cristóval Bernaldo de Quirós; from there he went to Charcas .

On June 14, 1677 he was appointed Archbishop of Lima and took up this office on February 14, 1678. As soon as he was in office, the news reached him in Lima that the king had deposed Viceroy Baltasar de la Cueva Enríquez and that he was to temporarily take over his office. From July 7, 1678, Liñán officiated as viceroy.

During his tenure, the defenses of the port of Callao were expanded to better protect the city from pirates. Liñán advocated the expansion of the curriculum at the Universidad San Marcos to include mathematics.

On December 20, 1681, he handed over the office of viceroy to his successor, Melchor de Navarra y Rocafull , Duke of Palata. In 1683 the Spanish king elevated him to the rank of count for his services and awarded him the title of Conde de la Puebla de los Valles . He remained in the office of Archbishop of Lima until his death in June 1708.
