Jääger made his debut in 1986 with poetry in magazines and founded together with Tõnu Trubetsky an independent Estonian punk poetry. In Trubetsky's debut volume Pogo (1989) she wrote some poems together with Trubetsky.

The first two volumes of poetry by Jääger appeared in Canada in 1989, and in terms of content they are one and the same book. One variant consisted only of loose pages (Merca by air mail), while the other was a neatly bound book. The Estonian poet Doris Kareva described the collection as a "scream from the sewer", which was by no means to be interpreted negatively. On the contrary, she welcomed the Estonian “underground” and hoped for more from the debutante.

After that, however, there was a break and Jääger devoted himself mainly to the theater. It was not until 1998 that the next slim volume of poetry came from her, which offered "real stylish decadence" and turned against sexist tendencies. Even after that, the poet remained economical with her publications, but gradually gained a permanent position in the spectrum of Estonian poetry. “Your books are not yet in every Estonian home. But it could be, ”wrote the poet Vahur Afanasjev in a review.

Merle Jääger's novel Ein Mann (2009) is a direct polemic against Olavi Ruitlane's Eine Frau (2009), which many readers found sexist.
