A metropolitan municipality (English: Metropolitan Municipality ) is a territorial administrative unit of category A in South Africa .

history

In 1998 the Local Government: Municipal Structures Act (No. 117/1998) was passed, which allowed the formation of metropolitan municipalities . The first metropolitan communities emerged in 2000 in order to place conurbations with several city administrations under one administration. In some cases this process was accompanied by a name change. Most recently, the metropolitan communities of Mangaung and Buffalo City were formed in 2011 . The law was subject to several legislative amendments until 2006 .

Currently (as of 2016) there are eight metropolitan communities. They are characterized by conurbation structures, a high population density and high population growth. At the top are the Executive Mayor (German, something like: "Oberbürgermeister") with its Mayoral Committee (German: the department heads ) and the collegial body Council (German: " Gemeinderat "). All other South African local congregations are grouped together to form district congregations (in short: districts).

The process of forming further metropolitan communities is not complete. The merger of the local parishes of Emfuleni and Midvaal in the Sedibeng district into the future Vaal Metropolitan River City ( Vaal Metro for short ), which has been under consideration since 2013, was delayed. It should take place after 2016, in the course of which elections for the representatives of the local communities ( 2016 Municipal Elections ) took place. A political conflict in this project is that the only local community (Midvaal) in Gauteng province that was or is not governed by the African National Congress but by the Democratic Alliance before 2016 and now will be eliminated.

With the formation of the new metropolitan municipality, the Sedibeng district municipality is to be completely dissolved. In this context, it is planned to detach the remaining local community Lesedi from the previous district and integrate the neighboring metropolitan community Ekurhuleni on its southern and eastern flanks. The reorganization of local administrative units is the responsibility of the Municipal Demarcation Board .
