The metropolitan municipality Buffalo City ( English : Buffalo City Metropolitan Municipality ) is a metropolitan municipality in the South African province of Eastern Cape . 755,200 inhabitants live in an area of 2536 km² (as of 2011). The local government is based in East London .
2000 was Municipality Buffalo City Local Municipality formed by the merger of several villages. Buffalo City was part of the Amathole district until it was founded as a metropolitan municipality in 2011 . The metropolitan municipality is named after the Buffalo River , which flows into the Indian Ocean near East London .
In 2015, the African National Congress , which leads the metropolitan municipality, proposed a change of name to Dr WB Rubusana Metropolitan Municipality , after the politician Walter Benson Rubusana .
