The District Joe Gqabi District Municipality (formerly Ukhahlamba ) is located in the province of Eastern Cape in South Africa . 349,768 inhabitants live in an area of 25,663 km² (as of October 2011). The capital is Barkly East . The district was named in the 2000s after the anti- apartheid activist Joe Gqabi (around 1927–1981).
