Michael Rüter

Michael Rüter (born July 13, 1963 in Wanne-Eickel ) is a German politician and former political official ( SPD ). Until August 22, 2017, he was in the Weil I cabinet as State Secretary of Lower Saxony and authorized representative at the federal government in Berlin . He organized the European election campaign until May 26, 2019. From August 4 to September 1, 2019, he supported Dietmar Woidke in the final spurt of the election campaign in Brandenburg.

Previously, as a member of an external working group - headed by former Spiegel journalist Horand Knaup, alongside election campaign advisor Frank Stauss , sociologist Yvonne Schroth and social scientist Jana Faus - he analyzed the SPD's election result in the 2017 federal election .

Party career

Rüter is a trained social scientist and has been a member of the SPD since 1983, initially with a focus on international work. From 1991 to 1995 he was deputy chairman of the International Union of Socialist Youth (IUSY) and was a member of the Juso federal board. In 1996 he was the organizer of the IUSY festival in Bonn. At the Federal Jusos Congress in 1997, Rüter was elected federal manager, Andrea Nahles federal chairman.

From 1998 to 2008 Rüter worked in various positions on the SPD party executive. During the Bundestag election campaign in 1998 he was in the SPD's election campaign headquarters , Kampa 1998 , responsible for the implementation of numerous major events and thus acquired a reputation as an organization and event specialist. Since 1999 he was responsible for the organization of the SPD federal party congresses .

In the election campaign for the election of the Berlin House of Representatives in 2001, he helped the SPD Berlin and Klaus Wowereit to win the election.

In addition to event organization, one focus of his work is the further development of the organizational basis of the party as a modern member party.

In the Kampa 2002 during the Bundestag election 2002 he led the tour of Gerhard Schröder under the coordinator of the SPD election campaign headquarters Kampa , Matthias Machnig . In the Kampa 2005 of the 2005 Bundestag election he was responsible for mobilizing the party and target groups .

He was responsible for the preparation and implementation of the Future Convention 2007 in Hanover in June 2007 and the party conference in October 2007 in Hamburg , at which the SPD's new basic program , the so-called Hamburg program , was decided. Most recently he was department head for "Organization and Party Life" in the Willy Brandt House .

In 2008 Rüter took over the office of the state manager of the SPD Lower Saxony . In addition, Rüter was the SPD campaign leader in the Lower Saxony state election on January 20, 2013 .

He is an assessor in the Hanover district executive committee and an assessor in the state executive committee of the SPD Lower Saxony.

State Secretary

On February 27, 2013 - after the Weil I cabinet had been formed - Rüter became the contact person for the federal constitutional organs ( German Bundestag , Bundesrat and federal government ) and for the authorized representatives of the other states for the federal state of Lower Saxony with the rank of State Secretary in the federal capital Berlin .

In the course of the affair about the award of public contracts in the Lower Saxony State Chancellery , he was dismissed by Prime Minister Stephan Weil (SPD) on August 22, 2017 - less than two months before the early state election . Because of the awarding affair, a committee of inquiry was set up, to which Rüter was also invited. The State Secretary for Economic Affairs Daniela Behrens (SPD) had already been dismissed three months earlier , as was the spokesman for the Ministry of Economic Affairs.

The public prosecutor's office in Hanover finally examined the allegations and found that State Secretary a. D. Rüter could neither criminally nor disciplinary charges be made. No case was opened by the prosecutor. There was no initial suspicion, nor were state funds embezzled.

He is a member of the board of trustees of the Foundation “Remembrance, Responsibility and Future” (EVZ). and as an expert in action at events (exhibition opening: Solidarity and Resistance. German-Greek Relations during the Greek military dictatorship 1967–1974).

Michael Rüter is a member of the IGBCE and the AWO .

Private

Rüter is married, has two children and lives in Hanover.
