Milutin Baltic

Milutin Baltić ( Serbian - Cyrillic Милутин Балтић ; born December 2, 1920 in Donje Selište , Glina , Sisak-Moslavina County , Kingdom of Yugoslavia ; † October 27, 2013 in Zagreb , Croatia ) was a politician of the Union of Communists of Yugoslavia (BdKJ) in the Socialist Federal Republic of Yugoslavia (SFRY). He was awarded the Order of the People's Hero for his participation in the partisan war in World War II and was chairman of the Presidium of the Socialist Republic of Croatia between 1983 and 1984 .

Life

Second World War and Partisan War

After attending elementary and high school in Glina, Baltić completed vocational training in a locksmith's shop in Zagreb and worked after graduating from the applied arts schools in Zagreb and Karlovac . Since 1936 he was involved in the workers' youth movement and in 1938 also became a member of the United Union Confederation of Yugoslavia URSSJ (Уједињени раднички синдикални савез Југославије) , in which he was committed to the metalworkers. He also joined the Union of Communist Youth of Yugoslavia SKOJ (Савез комунистичке омладине Југославије) in 1938 and in 1940 in the Communist Party of Yugoslavia. In 1940 he became a member of both the City Committee of the SKOJ in Zagreb and the National Committee of the SKOJ of Croatia as well as a delegate of the SKOJ at the 5th Congress of the Communist Party, which took place from October 19 to 23, 1940 in the Dubrava district of Zagreb. He was arrested for organizing a strike, demonstrations and other political activities and sentenced to three years of house arrest in Zagreb.

After the Kingdom of Yugoslavia was occupied and dissolved by Germany and Italy in April 1941 , Baltić continued his political activities and took part in the partisan war in World War II . He was one of the co-organizers of uprisings in the Banovina and Kordun region . On June 19, 1941, he took part as a representative of Glina with Rade Končar , Josip Kraš and others in the deliberations of the Central Committee (ZK) of the Communist Party of Croatia in the forests of Abes near Gvozd in order to further uprisings in the Banovina and Kordun region to organize. In October 1941 he became a member of the Organizing Committee of the Communist Party of Karlovac and in December 1942 Organizational Secretary of the SKOJ in Karlovac. In 1942 he took part in various battles in Gorski kotar , Lika and Istria before he was sent to Zagreb in October 1942 to become a member of the Commission of the Central Committee of the CP of Croatia for the work of youth organizations. In 1943 he became a member of the Central Committee for Northern Croatia and in 1944 he was secretary of the SKOJ national committee of Croatia.

After the end of the war and the establishment of the Socialist Federal Republic of Yugoslavia, Baltić took over functions in government and in the Communist Party. At first he acted as secretary of the SKOJ City Committee of Belgrade and at the same time became a member of the SKOJ Central Committee. He then became Minister of Labor in the government of the Socialist Republic of Croatia and organizational secretary in the City Party Committee of Zagreb and at times also belonged to the Sabor , the parliament of the Republic of Croatia. On the VI. At the BdKJ Congress from November 2nd to 7th, 1952 in Zagreb and at the VIIth BdKJ Congress, which took place in Ljubljana from April 22nd to 26th, 1958 , he was elected a member of the Central Examination Committee of the BdKJ Central Committee. On November 27, 1953 he was awarded the Order of the People's Hero (Орден народног хероја) .

In 1963 he became Chairman of the Council of the Federation of Trade Unions in the SR Croatia and held this position until 1978. At the same time he was a member of the Council of the Union Confederation URSSJ. Re-elected at the 8th Congress from December 7-13, 1964 in Belgrade . He belonged to this party committee until the IX. Congress of the BdKJ, which took place again from March 11th to 15th, 1969 in Belgrade. He was also a member of the Central Committee of the Union of Communists of Croatia. At the 8th Congress of the Union of Communists of Croatia, he became secretary of the Central Committee. At the Xth Congress of the BdKJ, which took place again between May 27 and 30, 1974 in Belgrade, he was re-elected as a member of the Central Committee, to which he was now until the XI. Congress of the BdKJ from June 20 to 23, 1978.

In 1980 he was awarded the order of “Hero of Socialist Labor” (Орден јунака социјалистичког рада) .

Baltić became a member of the Presidium of the Socialist Republic of Croatia in 1982. On the XII. Congress of the BdKJ from June 26 to 29, 1982 in Belgrade, Baltić was re-elected as a member of the Central Committee of the BdKJ and belonged to this body until the XIII. Congress of the BdKJ, which took place between June 25 and 28, 1986 in Belgrade.

As the successor to Marijan Cvetković , he became chairman of the Presidium of the Socialist Republic of Croatia on May 10, 1983, and was thus president of this republic until he was replaced by Jakša Petrić on May 10, 1984.

He was beyond for his achievements and contributions with the Order of Merit (Орден заслуга за народ) , the Order of Brotherhood and Unity (Орден братства и јединства) , the bravery (Орден за храброст) and the Commemorative Medal for partisans from 1941 споменица (Партизанска 1941) awarded. After his death on October 27, 2013, he was buried in the grave of folk heroes in Zagreb.
