Monika Frommel
Monika Frommel (born September 16, 1946 in Karlsruhe ) is a German legal scholar . She was director of the Institute for Sanctions Law and Criminology at the University of Kiel .
Life
Monika Frommel studied law at the Universities of Tübingen and Munich . She completed her studies in Munich in 1979 with a doctorate , and in 1986 she received her habilitation there .
From 1988 to 1992 she was professor for legal philosophy and criminal law at the University of Frankfurt am Main . During this time, she dealt primarily with the history of criminal law and legal philosophy. She was then appointed to the Christian-Albrechts-Universität zu Kiel , where she was director of the Institute for Sanctions Law and Criminology from 1992 until her retirement in September 2011. One of the main focuses of her work is criminology from a feminist perspective , in particular the reform of sexual criminal law .
Monika Frommel was the editor-in-chief of the magazine Neue Kriminalpolitik , of which she is still co-editor. She is also a member of the advisory board of the journal Kritische Justiz and a member of the advisory board of the Humanist Union .
In March 2018 it became known that criminal proceedings against Monika Frommel and three doctors were pending at the Dillingen District Court on suspicion of violating Section 1 (1) No. 2 of the Embryo Protection Act. The doctors from the non-profit organization "Netzwerk Embyronenspende" were accused of having given artificially fertilized egg cells, which had been obtained during the treatment of other childless women, to their patients for a small fee, contrary to the legal provisions. Frommel, who was temporarily involved in the association's board of directors, was active as a criminal defense lawyer in the cases , but she was also charged with aiding and abetting because she had given a legal opinion according to which, contrary to the opinion of the public prosecutor , the doctors had not made themselves liable to prosecution would have. The Federal Government , the Bavarian State Government and the German Ethics Council shared Frommel's legal opinion, which was subsequently confirmed by the case law in two instances. The doctors were acquitted both by the local court and in December 2018 by the Augsburg regional court . The allegation of aid would therefore be dropped because the main offense was missing. The appeal to the Federal Court of Justice is still pending.
