Mustafa Haidi Makunganya Mkulo (born September 26, 1946 ) is a Tanzanian politician of the Chama Cha Mapinduzi (CCM), who was finance minister between 2008 and 2012.

Life

Mkulo attended from 1956 to 1960 the Rudewa Primary School and then between 1961 and 1964 the Zombo Middle School , before he completed his secondary education at the Pugu Secondary School and as a private student from 1965 to 1970 . He then began to study accounting at Strathmore University in Nairobi , which he graduated with a diploma in 1973. From 1973 to 1977 he worked for the National Development Corporation ( NDC ) and in 1973 he joined the Tanganyika African National Union (TANU), which in 1977 joined the Afro-Shirazi Party (ASP) to the CCM ( Chama Cha Mapinduzi ) united. During this time he completed between 1975 and 1977 studies at South West London College , which he completed as a Master and Chartered Certified Accountant . From 1978 to 1980 he was financial controller at the NDC and then from 1980 to 1982 director of the planning and finance department of the NDC. In 1982 he graduated from the National Board of Accountants & Auditors with a diploma in accountants and auditors . After serving as head of the Treasury Department of the Treasury Department between 1982 and 1985, he served as director of operations for the National Development Corporation from 1985 to 1987.

Then in 1987 Mkulo became General Director of the National Social Security Fund ( NSFF ) and held this position until 2000. He then completed postgraduate studies in management at Almeda University , which he completed in 2005 with a Master of Business Administration (MBA). In 2005 he was elected for the first time as a member of the National Assembly for the CCM , in which he represented the constituency of Kilosa until 2015 . He was Vice Minister for Finance from February 4, 2006 to February 8, 2008. On February 13, 2008, Prime Minister Mizengo Pinda took over the post of Finance Minister from Zakia Meghji as part of a new government formation in the cabinet , after the previous Ministry of Finance was merged with the previous Ministry of Planning and Economic Strengthening. As part of this government formation, Hussein Mwinyi became Minister of Defense and Lawrence Masha Minister of the Interior, while Bernard Membe remained Minister of Foreign Affairs. He held the post of finance minister until his replacement by William Mgimwa on May 7, 2012 as part of a new cabinet reshuffle, in which Shamsi Vuai Nahodha became the new defense minister and Emmanuel Nchimbi became the new interior minister.
