Narciso G. Reyes (born February 2, 1914 in Tondo ; † May 7, 1996 ) was a Filipino diplomat and writer . From 1980 to 1982 he was Secretary General of ASEAN

biography

Diplomatic career

After attending school, he studied at the University of Santo Tomas and graduated in 1935 with a Bachelor of Arts (AB) and was then from 1935 to 1937 teacher of the English language at the University of Santo Tomas. At the same time he worked as a journalist and from 1935 to 1941 he was associate editor of the Philippine Commonwealth . He was later from 1939 to 1941 staff member of the Faculty of Tagalog at the Ateneo de Manila University . After serving as Associate Editor of the daily newspaper The Manila Post from 1945 to 1947, he was a member of the editorial board of the Evening News until 1948 .

In 1948 he began his career in government service and was first a member of the Mission to the United Nations until 1954 and then director of the Philippine Information Agency . After serving as counselor at the embassy in Thailand , he was ambassador to Burma from August 1958 to March 1962 . In March 1962 he was appointed ambassador to Indonesia .

He was then Ambassador to the United Kingdom from 1966 to 1970 .

Subsequently he was Permanent Representative to the United Nations in New York City . In addition, after working as a rapporteur at the office of the UN Human Rights Commission from 1971 to 1972, between 1972 and 1974 he was also Chairman of the Executive Council of UNICEF . He was succeeded in this office by Hans Conzett .

Between 1977 and 1982 he was ambassador to the People's Republic of China .

At the same time, he was the successor to Datuk Ali Bin Abdullah from July 1, 1980 to July 1, 1982 as Secretary General of ASEAN . During his tenure, the ASEAN Secretariat building in Jakarta was inaugurated in May 1981 . Successor as general secretary was Chan Kai Yau .

In 1987 he was named one of the Most Outstanding Manilans .

Writing career

Even before his diplomatic career, Reyes, who was also a member of the literary group The Veronicans, was a well-known Filipino writer and published his first short story, I, The Father . Later, As The Tide (1934), April Again (1935), Genesis (1937), Lost Christmas (1937), Trip to Balete (1937), and Native Land (1943, Lupang Tinubuan), which received critical acclaim.

His better-known publications include The Stream: Selected Stories (1973), which included I, The Father and The Stream as well as the short stories Farmer in the sunset (1934), The long wind and Plighted word . Other works also include Rizal , at iba pang mga piling dula (1940)

In 1984 he received the Manila Panitikan Literature Prize .

In addition to publications on political topics such as Two Views on Summit Three (1986), his memoirs appeared in 1995 under the title Memories of diplomacy: A life in the Philippine foreign service .
