The Nivelle , upper reaches in Spanish Rio Ugarana , Basque Ur Ertsi , is a river in the Basque Country of Spain and France . It rises under the name Rio Olavideo in the Spanish province of Navarra , in the municipality of Urdazubi , later drains under the name Rio Ugarana to the north and crosses the Spanish / French border at Dancharia , municipality of Ainhoa . There it takes the name Nivelle , swings to the northwest and flows into the Atlantic after around 45 kilometers (39 kilometers of which in France) between Ciboure and Saint-Jean-de-Luz . On her way she crosses the French department Pyrénées-Atlantiques .
