In 1676 the senior elders achieved that only law students with the academic degrees doctor or licentiate could be elected court masters. According to this regulation, the protocolists also had the right to practice as a lawyer . It was not until 1816 that an agreement was reached between the council and the senior elders that the protocolist had to forego any legal practice. In 1688, the treasury wanted to sell this office to the highest bidder, as was usual with other city services, but the council prevented this. The title of senior senior secretary appears for the first time in 1645 with Matthäus Levius, who was referred to as Secretarius et Advocatus Honorable Senior Citizen . He was also the first to receive an annual salary from the finance department. The senior senior secretary was elected by the entire college of senior elders. Hermann Gries was the last secretary of the senior council. From 1893 onwards, the Hamburg State Calendar no longer mentions a secretary.
