Otto-Günter Lonhard

Otto-Günter Lonhard (born March 7, 1933 in Blaubeuren ) is a German lawyer and Swabian homeland researcher .

Live and act

After studying law at the University of Tübingen, where he became a member of the Hohenstaufia Tübingen gymnastics association , after first (1955) and second state examinations (1960), the doctorate to become Dr. jur. (1958), the traineeship training and a work as a lawyer assistant, he joined the internal administration of the state of Baden-Württemberg in 1960. He worked in the district offices of Bruchsal , Buchen and Heilbronn , the Sigmaringen administrative court and the regional prosecutor's office at the Karlsruhe administrative court . In 1965 he was transferred to the Ministry of the Interior, where he was used in various posts, including a. as head of division in the municipal department and in the department for public safety and order. On April 1, 1978, he was appointed to the Baden-Württemberg Court of Auditors , where he was responsible for auditing universities and colleges as Director of the Court of Auditors. With the approval of the Landtag, the Prime Minister appointed him Vice-President on May 1, 1981, and President of the Baden-Württemberg Court of Auditors on September 1, 1991 as the successor to Otto Rundel . In 1998 he retired.

Already in the run-up to German reunification, but especially from the summer of 1990, Lonhard was involved in building up the Saxon Court of Auditors. From 1991 he was chairman of the state personnel committee; He was a member of the Baden-Württemberg government commissions for the implementation of administrative reform and budget structure and (1993) chairman of the diet commission set up by the state parliament. From 1993 he was a member of the Administrative Board of the Württemberg Administration and Business Academy in Stuttgart and the Board of Trustees of the Pforzheim University of Applied Sciences . For four years he was a church elder in the St. Luke Parish and a member of the Pforzheim parish council.

In 1989 Lonhard founded the series of publications "Financial Control in Baden-Württemberg, Contributions to the History, Tasks and Work of the Auditing Authorities", in which four volumes have appeared so far (1998). In Volume 2, in 1992 in the trend-setting article “Court of Auditors 2000”, he laid down the main features of modern financial control, to which he felt obliged as President and which he implemented. The organization of the Court of Auditors was adapted to the needs of modern financial control, economic expertise was brought into the Court of Auditors, the 16 preliminary audit offices were dissolved and four audit offices were created directly subordinate to the Court of Auditors. In addition to his professional activity, Dr. Lonhard has been researching regional, local and family history since his youth. This is reflected in a large number of lectures, essays and publications.
