Otto Benesch (administrative lawyer)

Otto Benesch (born March 21, 1913 in Groß Weichsel , Pleß district ; † October 2, 2002 ) was a German lawyer and administrative officer .

Life

Otto Benesch studied law and political science at the universities in Munich and Breslau from 1933 to 1937 . In the winter semester of 1933 he became a member of the Landsmannschaft Hannovera auf dem Wels (today Landsmannschaft Hansea auf dem Wels ) in Munich. In 1937 he passed the first state examination in law at the University of Breslau and then completed his legal preparatory service at the Neumarkt District Court , the Wroclaw Regional Court , the governments in Schneidemühl and Liegnitz and the German military administration in France . In 1941 he passed the second state examination in law at the Humboldt University in Berlin . He then joined the administrative service as a government assessor and worked for the Lüneburg district and the Prussian building and finance department in Berlin until 1945. In 1943 he was appointed to the government council. In the meantime he took part in the Second World War as a soldier and was most recently taken prisoner.

After his release from captivity, Benesch worked from 1946 to 1950, initially as an auxiliary mechanic and representative. He then continued his civil service career in the administrative service and worked at the Oberversicherungsamt in Düsseldorf from 1950 to 1953 , most recently as a senior government councilor. In 1954 he moved to the regional social court in Essen , where he was President of the Senate from 1956 to 1957. Benesch, a member of the SPD , had been Head of Department II: Social Security Law, War Victims Care , Labor Law in the Ministry of Labor and Social Affairs of the State of North Rhine-Westphalia since 1957 . He was appointed Ministerial Director and served from August 1, 1969 to 1971 as State Secretary in the Ministry of Labor and Social Affairs, which was expanded in 1970 to include the health department. From 1971 until his retirement in 1978, he was President of the State Audit Office of North Rhine-Westphalia .
