The parliamentary elections in Kosovo in 2017 ( Albanian  Zgjedhjet e Përgjithshme në Kosovë 2017 , Serb Косовски парламентарни избори 2017 Parlamentarni izbori na Kosovu 2017 ) were early elections, the least from the that the Parliament for the dismissal of the government of former Prime Minister Isa Mustafa voted and thus initiated new elections. The opposition had tabled a motion of no confidence, which was supported by 78 out of 120 MPs, including parliamentarians from the ruling coalition. The alliance of Mustafa's party LDK and the PDK of Parliament President Kadri Veseli recently failed to find a majority to enforce important legislative projects, such as the border ratification with Montenegro to raise the visa requirement in the EU. This ended the 5th legislative period of the parliament 2013-2017. For the elections, the LDK and PDK each made alliances with other parties.

Starting position

Isa Mustafa ( LDK ) was Prime Minister of Kosovo from 2014 to 2017. During this period he led a coalition with minority parties under the leadership of his Lidhja Demokratike e Kosovës (LDK) .

Isa Mustafa ( LDK ) was Prime Minister of Kosovo from 2014 to 2017 and headed the government cabinet , which in addition to the LDK also includes the Partia Demokratie e Kosovës (PDK) , the Građanska Inicijativa Srpska Lista (GISL) (Serbian minority party), Kosova Demokratik Türk Partisi ( KDTP) (Turkish Minority Party) and other ethnic minority political parties in the country.

Approaching political subjects

The central election commission published the online version of the official ballot on June 11, 2017 after the new elections. According to this, 37 political subjects ran for election.

Electoral process

The parliament of the Republic of Kosovo has 120 members. 20 of them are reserved for the ethnic minorities. They are elected every four years using the D'Hondt procedure .

Those entitled to vote were allowed to choose up to five candidates from exactly one political subject. In the voting booth there was also a brochure with all the candidates for information. The political subjects were already listed on the ballot paper.

According to the constitution , 20 of the 120 parliamentary seats are reserved for the country's ethnic minorities. These are not offset against the remaining election results. Ten of them are guaranteed to the Serbs , one each to the Roma , Ashkali and Egyptians , three to the Bosniaks , two to the Turks and one to the Gorans . There is also a seat for the Roma, Ashkali and Egyptian community that has the most votes. All seats are elected using the D'Hondt procedure .

Results and distribution of seats in parliament from 2017

The electoral commission announced that the counting of votes had ended completely. After the PAN coalition failed to find a majority, the AKR left the LAA coalition and joined the PAN faction. This new coalition then achieved a majority in parliament after opposing members of the parliament and together with the ethnic minorities. In addition, this government majority was dependent on the Serbian list for the first time.
